Philippines Rule-Out January 27 National Public Holiday Philippine Information Agency (Manila) Philippines Executive Secretary, Lucas Bersamin, has issued a clarification following an official social media post that had announced that Monday, January 27, 2025, would be a nationwide public holiday on account of Isra Wal Miraj (the Night Journey and Ascension of Prophet Muhammad). As per Secretary Bersamin's statement, "January 27, 2025, is not a holiday observed nationwide but a holiday only in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other Muslim areas defined in the Muslim Code" adding that "Muslim employees in non-Muslim areas, such as the National Capital Region or Metro Manila, are excused from reporting to work on Monday, January 27". Note that, as per the Bangsamoro Holidays Act of 2023, Lailatul Isra Wal Mi’raf (the Prophet's Ascension), Amun Jadid (Islamic New Year) and Malid-un-Nabi (the Prophet's Birthday) are no longer regular or special non-working holidays in the BARMM, having been replaced by additional public holidays on the day before and the day after Eid'l Adha. Last year, Malacañang's Presidential Communications Office had made the same error when it released the Memorandum Circular No. 03 s. 2024, which declared Thursday, February 8, 2024, as a special working holiday in the BARMM, leading the BARMM government to issue a statement that "The Bangsamoro Government, through the Office of the Senior Minister, wishes to clarify, for the guildance of the public, that the said holiday is classified as special working holiday within the BARMM areas".

Recall that, late last month, pending approval of the new Labor Code, the Cabinet of Ministers of Kyrgyzstan had adopted a resolution on the transfer of days off in 2025 (Постановление Кабинета Министров от 30.12.2024 №809). However, the aforementioned resolution 809 specified that "It should be noted that in the future it is planned to cancel the practice of adopting individual resolutions of the Cabinet of Ministers on the transfer of holidays in connection with the adoption of the Law of the Kyrgyz Republic. Morocco Once Again Considering Canceling Eid Al Adha Sacrifices Agence Maroc Arabe Presse (Rabat) Morocco is once again rife with rumours of the possible cancellation the sacrificing of live animals from the 2025 Eid al Adha public holiday celebrations. Morocco's Minister of Agriculture, Ahmed El Bouari, has launched a census of the available livestock, while the Government Spokesperson, Mustapha Baitas, has cautioned against premature speculation. Nonetheless, Morocco's ministre délégué au Budget, Fouzi Lekjaa, has called for a national curtailment of meat consumption. Recall that, last March, we had reported that as Morocco entered its seventh year of drought, prices for animals to be sacrificed on the occasion of the Eid al Adha public holiday were soaring, leading to speculation that the Moroccan State might cancel the sacrificing of live animals from the 2024 Eid al Adha public holiday celebrations. Such cancellations have happened in the past. In 1996, the late King Hassan II canceled the Eid al Adha sacrifices due to years of drought. Likewise, in 1981, due to a drought aggravated by the program of structural adjustment of the government of Maati Bouabid, Eid al Adha sacrifices were also canceled, as they were in 1963, in the context of an economic crisis due to the war of sands with Algeria.

The aforementioned announcement is outside of the scope of the list of 2025 public holidays in the state of Mizoram as published last August by the Government of Mizoram in the vide notification No.F.23012/1/2020-GAD/92, which only listed national and state-wide public holidays and restricted holidays.

The aforementioned declaration of Wednesday, February 5, 2025, as a public holiday thus partially amends the terms of the General Administration Department vide Notification No.28/67/2008-1HR-1 of last December containing the annual list of non-working public holidays in India's state of Haryana for the calendar year 2025.

Suriname CNY Public Holiday January 29 Kabinet van de President van de Republiek Suriname (Paramarimbo) The government of Suriname has announced that Wednesday, January 29, 2025, would be a public holiday on account of the celebration of Chinese New Year. Recall that, back in early 2011, Suriname's then Home Affairs Minister, Soewarto Moestadja, had announced that the Council of Ministers of Suriname had declared an additional public holiday on Thursday, February 3, 2011, for the upcoming Chinese New Year. As per the aforementioned announcement, "A one-day national mourning has been declared across the country tomorrow. I extend my condolences and wish God's mercy upon our deceased citizens".

Bolivian Public Holiday January 22 Agencia Boliviana de Información (La Paz) The Ministry of Labor of Bolivia has announced that Wednesday, January 22, 2025, would be a national public holiday, in line with paragraph I of article 48 of the Political Constitution of the State. As per the aforementioned announcement, Wednesday, January 22, marks the Day of the Creation of the Plurinational State of Bolivia, constituting a national holiday with suspension of public and private activities throughout the territory of the Plurinational State of Bolivia. Recall that, the Bolivian Government had declared Friday, January 22, 2010, as a one-off national public holiday, to coincide with Juan Evo Morales Ayma's second inauguration as President of Bolivia. Later that same year, the Decreto Supremo 405 (Gaceta Nro.97NEC), specified that January 22 was to become an annual national non-working public holiday ("se declara feriado con suspensión de actividades públicas y privadas a nivel nacional el día 22 de enero de cada año") to be officially named Día de la Fundación del Estado Plurinacional de Bolivia.

Tamil Nadu Declares February 5 Bye-Election Public Holiday Government of Tamil Nadu (Chennai) The Government of India's State of Tamil Nadu has issued the Government of Tamil Nadu Vide Notifiaction G.O(Ms).No.77 declaring a local public holiday on Wednesday, February 5, 2025, on account of the Erode (East) Assembly constituency bye-election. As per the aforementioned notification, "the Governor of Tamil Nadu hereby declares Wednesday, the 05th February 2025, the date on which the poll for the Bye-Election to Tamil Nadu Legislative Assembly from 98. Erode (East) Assembly Constituency will take place, in the areas comprised in the above said Assembly Constituency lying in Erode, to be a Public Holiday." adding that "all employees working in Erode and neighbouring districts but registered as voters in 98. Erode (East) Assembly Constituency, shall also be given a paid holiday on 05.02.2025". The aforementioned declaration of Wednesday, February 5, 2025, as a local public holiday, does not per se amend the list of 2025 public holidays in Tamil Nadu as contained in the vide notification G.O.Ms.No. 792 of last November, as that list did not include local public holidays.

As per the aforementioned announcement, "Thursday, January 30, 2025 will be an official holiday for employees of units of the state’s administrative apparatus and other legal entities, as well as establishments of the private sector". Recall that, earlier this week, Kuwait also moved its upcoming Isra Wal Miraj public holiday from January 27 to Thursday, January 30, "to provide for an extended weekend".
