    The Cabinet of Ministers of Azerbaijan has announced its decision to declare Monday and Tuesday, November 11 and 12, 2024, as non-working public holidays, in connection with the upcoming 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 29).

    The aforementioned announcement thus amends the list of 2024 public holidays in Azerbaijan as announced last December by the Prime Minister of the Republic of Azerbaijan, Ali Asadov, following the Cabinet of Ministers decision On determining holidays for Novruz, Ramadan and Eid al-Adha for 2024.

    Pakistan's Upper House of the Parliament has unanimously passed a resolution demanding the government commemorate September 7 each year in remembrance of parliament's decision in 1974 on that day, which officially declared the Ahmadiyya community as non-Muslims through the second constitutional amendment.

    The session, chaired by Deputy Chairman Syedal Khan, was later adjourned after a majority approved a resolution to declare September 7 an official public holiday.

    As per the author of the resolution, Senator Atta-ul-Rehman, making September 7 a government holiday would ensure that the nation remains aware of the landmark decision made by parliament.

    The Secretary of Labour and Employment of India's Union Territory of the Andaman and Nicobar Islands has announced that the upcoming public holiday for the eve of Milad -un- Nabi, originally scheduled for Monday, September 16, would now be observed on Tuesday, September 17, 2024, instead, as per the recommendation of the Chairman of the Andaman and Nicobar Hilal Committee.

    The aforementioned announcement thus further amends the list of 2024 public holidays in the Andaman and Nicobar Islands as announced, last October, in the Government Order vide notification No.97/2023/F. No.M-13/18/2022-GA-Section-Sectt.

    Earlier today, the Minister of the Interior, Justice and Decentralization of Honduras, Tomás Eduardo Vaquero Morris, issued an official communique announcing that all public sector officials and employees would enjoy an additional public holiday on Monday, September 16, 2024, on account of the upcoming Independence Day ("Con instrucciones de la Presidencia de la República, la Secretaría de Estado en los Despachos de Gobernación, Justicia y Descentralización, Comunica Asueto mañana lunes 16 de septiembre a todos los empleados de la administración pública").

    As per the aforementioned announcement, "All public administration employees are granted time off on Monday, September 16 of this year. This time off from work is intended to recognize the active participation of citizens in the national holidays, which has fostered respect and unity around national values".

    Guinea Conakry's Ministre du Travail et de la Fonction Publique, Julien Yombouno, has issued a communique clarifying that the date of the upcoming Prophet's Birthday public holiday would be Sunday, September 15, 2024, and that the following day would not be a public holiday.

    The aforementioned communique bases itself on the decree D/ 2022/ 0526/ PRG/ CNRD/ SGG of October 2, 2022, revamping the list of annual public holidays in Guinea Conakry, as had been established in the decree D/250/PRG/SGG of August 1st, 1995, which does provide for a day in lieu public holiday if New Year, Korité (the End of Ramadan) or Independence Day falls on a Sunday, but not for the Prophet's Birthday.

    Note that, despite the terms of the decree D/ 2022/ 0526/ PRG/ CNRD/ SGG of October 2, 2022, day in lieu public holidays have often been declared when other public holidays fell on a Sunday, as was the case last April due to Laylat Al Qadr falling on a Sunday.

    The Government of India's State of Mizoram has declared Tuesday, September 24, 2024, as a one-off electoral public holiday in 14 village council areas.

    As per the aforementioned vide notification, "In exercise of the powers conferred under Section 25 of the Negotiable Instruments Act, 1881, the Competent Authority is pleased to declare the 24th September, 2024 (Tuesday) as Public Holiday for all Government Servants including employees under Central/State Public Undertakings, Educational Institutions and Banking Institutions within the following 14 (fourteen) Village Council areas where By-Elections are scheduled to be held so as to enable the voters to exercise their franchise".

    The aforementioned announcement thus modifies the list of 2024 public holidays in the state of Mizoram as published last September by the Government of Mizoram in the vide notification No.F.23012/1/2020-GAD/84.

    Sarawak Secretary, Datuk Amar Mohamad Abu Bakar Marzuki, has confirmed that there would be no public holiday for the public sector on September 17, 2024, due to the upcoming conflict between Malaysia Day and the Birthday of Prophet Muhammad (Maulidur Rasul) on Monday, September 16, 2024.

    As per press reports, "We will work as usual on Sept 17. It is not a public holiday".

    Recall that, early last month, the Human Resources Ministry's Department of Labour Peninsular Malaysia clarified that Malaysia Day on September 16 is a compulsory public holiday but that Prophet Muhammad's Birthday is an optional public holiday and that, at the national or state level there is to be no additional public holiday on September 17, 2024, due to the upcoming conflict between Malaysia Day and the Birthday of Prophet Muhammad (Maulidur Rasul) on Monday, September 16, 2024.

    Today's clarification is due to the peculiarities of Malaysia's public holidays legislation, even in the case of national public holidays declarations, the Malaysian states of Sabah and Sarawak must officially declare these national public holidays separately (Sabah similarly ruled-out a September 17 public holiday, earlier this month).

    As per the aforementioned announcement, "À l'occasion de la fête d'El-Maoulid Ennabaoui et conformément à la loi 63-278 du 26 juillet 1963 modifiée et complétée fixant la liste des fêtes légales, la journée du 12 Rabie El-Aouel 1446 de l'hégire, correspondant au 16 septembre 2024, est chômée et payée pour l'ensemble des personnels des institutions et administrations publiques, des établissements et offices publics et privés, ainsi qu'aux personnels des entreprises publiques et privées, tous secteurs et statuts juridiques confondus, y compris les personnels payés à l'heure ou à la journée".

    Recall that Algerian weekends have been observed on Friday/Saturday, as per the "décret n°09-244 du 22 Juillet 2009, modifiant le décret exécutif n°97-59 du 03 Mars 1997", which took effect on August 14, 2009, changing weekends in Algeria from Thursday/Friday to the mixed or semi-universal Friday/Saturday.

    As per the aforementioned communique, "en application de l'article 2 du décret N°273/PR/MFPTDS/2019 du 07 mars 2019, modifiant l'article 02 du décret N°413/ PR/PM/ MFPTEM/ 97 du 30 septembre 1997, portant révision de la liste et du régime des jours fériés et chômés, le ministre de la Fonction publique et du Dialogue social a l’honneur de porter à la connaissance des travailleuses et travailleurs des secteurs public et privé que la journée du dimanche 15 septembre 2024, est déclarée fériée, chômée et payée sur l'ensemble du territoire national".

    As is customary, the aforementioned announcement stresses that the next day shall be a regular working day ("le ministre tient à informer les travailleuses et travailleurs que le lundi 16 septembre sera une journée ouvrable").

    The aforementioned notification does point-out that, though September 17 will no longer be a public holiday for the upcoming Prophet's Birthday, "the already scheduled optional holiday on the occasion of Anant Chaturdashi and Vishwakarma Jayanti on 17 September 2024 has been kept unchanged".

    The aforementioned vide notification thus amends the terms of last December's Government vide notification No. F-1-1/2023/1/5 which specified the annual list of non-working public holidays in India's state of Chhattisgarh for the calendar year 2024.

    The government of Guatemala has finally published the governmental agreement 142-2024 of the Ministry of Labor and Social Security, officializing the announced declaration of Monday, September 16, 2024, as a one-off public sector holiday, applying to public servants who provide their services in centralized and decentralized entities of the public administration.

    Recall that, at the beginning of this week, Guatemala's Secretary of Social Communication of the Presidency, Santiago Palomo, had announced that the government of Guatemala had decided to declare Monday, September 16, 2024, as a day in lieu public sector holiday, mirroring the similar decision of then Guatemalan President, Jimmy Morales, who had declared a one-off non-working public sector holiday in Guatemala on Friday, September 14, 2018, also due to Guatemala's Independence Day falling on a weekend that year.

    Recall that, according to the provisions of Decree 19-2018 that reformed the Domestic Tourism Law (Decree 42-2010), there are holidays that can be moved to the nearest Monday, but Independence Day is not one of them, and therefore, Monday, September 16, 2024, will be a regular working day for the private sector of Guatemala.

    Recall that, at the beginning of this week, Guatemala's Secretary of Social Communication of the Presidency, Santiago Palomo, had announced that the government of Guatemala had decided to declare Monday, September 16, 2024, as a day in lieu public sector holiday, mirroring the similar decision of then Guatemalan President, Jimmy Morales, who had declared a one-off non-working public sector holiday in Guatemala on Friday, September 14, 2018, also due to Guatemala's Independence Day falling on a weekend that year.

    Recall that, according to the provisions of Decree 19-2018 that reformed the Domestic Tourism Law (Decree 42-2010), there are holidays that can be moved to the nearest Monday, but Independence Day is not one of them, and therefore, Monday, September 16, 2024, will be a regular working day for the private sector of Guatemala.

    Initially, the aforementioned change had been announced only for the city of Mumbai, but the State Government promptly followed in moving the Eid-e-Milad-Un-Nabi state public holiday from Monday, September 16, to Wednesday, September 18, 2024. As per the state government notification, "Among the 24 public holidays notified by the State Government, the Eid-e-Milad holiday is indicated on Monday, September 16, 2024. Eid-e-Milad, a religious festival of Muslims, is widely celebrated by the Muslim community on a large scale. A procession program is organised on this occasion. On Tuesday, September 17th, 2024, since there is the Hindu festival of Anant Chaturdashi, to maintain peace and social harmony between the two communities, the Muslim Community has decided to organise the procession program on Wednesday, 18th September, 2024. Therefore, the public holiday of Eid-e-Milad is being declared on Wednesday, September 18, 2024 instead of Monday, September 16, 2024.".

    Later the same day, the Reserve Bank of India (RBI) announced that "there will be no transactions and settlements in Government securities, foreign exchange, money markets and rupee interest rate derivatives on September 18, 2024. Settlement of all outstanding transactions due on September 18, 2024 (Wednesday) will get postponed to the next working day, i.e., September 19, 2024 (Thursday)."

    The aforementioned announcement thus amends last November's Government vide Notification No.PHD-1123/C.R.148/JPK (Desk-29) which announced the list of 2024 public holidays in India's state of Maharashtra.

    The aforementioned vide notification further states that "The Government hereby orders that 17.09.2024 (Tuesday) shall be Holiday to the Government Offices/Schools/Colleges located in and around Twin Cities of Hyderabad & Secunderabad, Ranga Reddy and Medchal - Malkajgiri Districts of Telangana State on account of Ganesh idols immersion procession" but points out that "Consequently, 09.11.2024 (Second Saturday) shall be observed as a working day for all the Government Offices, Schools, Colleges located in and around twin cities of Hyderabad- Secunderabad, Ranga Reddy and Medchal - Malkajgiri Districts of Telangana State in lieu of Holiday declared on 17.09.2024 (Tuesday).".

    Libya's Government of National Unity has issued a communique ruling-out the declaration of Wednesday, September 11, 2024, as a public holiday to mark the one year anniversary of the Mediterranean storm Daniel.

    As per the aforementioned communique, while "Wednesday is a national day of mourning and flags will be flown at half-mast in memory of the victims of the floods that swept the city of Derna and its surroundings last year", nonetheless "All state institutions will operate normally on Wednesday".

    Recall that, a year ago, then Libyan Prime Minister Osama Hammad, had issued Resolution No. (72) of 2023 declaring Sunday and Monday, September 10 and 11, 2023, as public holidays in all Libyan public institutions, due to forecasts of heavy rain and storms.

    The Chief Secretary to the Government of India's State of Tamil Nadu, N. Muruganandam, has announced that the Tamil Nadu government had revised the date of the upcoming Milad-un-Nabi (Prophet's Birthday) public holiday, based on a communication from the Chief Kazi to the Tamil Nadu government, in which it was stated that the moon had not been sighted on September 4 and therefore that the Milad-un-Nabi should be celebrated on September 17, 2024.

    As per section 4 of the aforementioned vide notification G.O Ms. No. 617, signed by order of the Governor, by the Chief Secretary to Government, N. Muruganandam, "Under the Explanation to Section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) read with Notification of the Government of India, Ministry of Home Affairs No.20-25-26, Public -1, dated 8th June 1957 the Government of Tamil Nadu hereby declares that 17th September, 2024 shall be a Public Holiday on account of Milad-un-Nabi instead of 16th September, 2024".

    Moving of the upcoming Prophet's Birthday public holiday from September 16, to September 17, 2024, thus further amends the list of 2024 public holidays in Tamil Nadu as contained in the vide notification G.O. Ms. No. 692 of last November.

    Until last spring, the calendar of public holidays in Venezuela had remained relatively stable, ever since the major overhaul signed by President Hugo Chávez on May 1st, 2012, and gazetted as the Ley Orgánica del Trabajo, los Trabajadores y las Trabajadoras (LOTTT) by President Maduro in 2013.

    However, last May, president Maduro, decreed May 15 as a new annual public holiday to celebrate Venezuelan Family Day.

    This was followed by an announcement by Egyptian Prime Minister, Mostafa Madbouly, declaring Sunday, September 15, 2024, as an official paid public holiday for Moulid El-Nabi (Prophet Muhammad's birthday), "for ministries, governmental bodies, public facilities, municipalities, public enterprises, and public and private companies".

    At the beginning of January, the Egyptian Presidency had published a list of Egyptian national public holidays for the calendar year 2024, with the Mawlid Al-Nabi public holiday listed on Monday, September 16, 2024.

    The Chief Minister of Malaysia's State of Sabah, Datuk Seri Panglima Hajiji Noor, has announced that, although "This year’s Malaysia Day, a public holiday coincides with Maulidur Rasul (Prophet Muhammad’s birthday), also a public holiday on September 16", nonetheless "the State Cabinet has decided that there will be no public holiday replacement for the next day for the public sector", leaving the question of such a replacement public holiday for the private sector "up to the discretion of employers".

    Recall that, early last month, the Human Resources Ministry's Department of Labour Peninsular Malaysia clarified that Malaysia Day on September 16 is a compulsory public holiday but that Prophet Muhammad's Birthday is an optional public holiday and that, at the national or state level there is to be no additional public holiday on September 17, 2024, due to the upcoming conflict between Malaysia Day and the Birthday of Prophet Muhammad (Maulidur Rasul) on Monday, September 16, 2024.

    As per the Minister of the General Secretariat of the Presidency, Álvaro Elizalde, "the objective of the project is to have a permanent regulation in which each region will have a holiday according to its history and traditions".

    Today's bill stems from last summer's legislative initiative whose relevant articles read; "Articulo 1°.- Declárase feriado legal un día al año, para cada región del país, y deróganse las leyes N 20.663, 20.768 y 3.810.     As per the aforementioned vide notification, signed by the Special Secretary to the Labour Department of the Government Haryana, Mani Ram Sharma, "earlier notification of the Labour Department issued vide no. Elec-2024/IR-II/PSCE/Hol/22418 dated 28.08.2024 is being withdrawn" and "The Governor of Haryana, by exercising his powers conferred by Section 28 of the Punjab Shops and Commercial Establishments Act, 1958 (Punjab Act 15 of 1958) and all other enabling powers, hereby fixes the 05.10.2024 Saturday to be the holiday with wages for all Shops and Commercial Establishments falling with the jurisdiction of the State of Haryana for only those who are enrolled as voters in the State of Haryana to enable them to cast their vote".

    Recall that, late last month, the Haryana Government had released the vide notification No. Elec-2024lIR-II/PSCE/Hol/22418 declaring a paid public holiday on Tuesday, October 1st, 2024, on account of the upcoming General Election to the Legislative Assembly, followed a couple of days later by the vide notification No.FW/Election /2024/3117, which extended the scope of that public holiday to also include "all adult workers working in factories".

    But, then, at the very end of August, the Election Commission of India released the vide notification No. ECI/PN/132/2024 changing the date of the upcoming General Election to the Legislative Assembly of Haryana, from October 1st to October 5, 2024.

    Jordanian Prime Minister, Bisher Al-Khasawneh, has announced that the upcoming public holiday for Prophet Mohammad's birthday (Mawlid al-Nabi) would be observed on Monday, September 16, 2024, and that this suspension of work would apply to "all ministries, official departments, public institutions and bodies, official universities, municipalities, joint services councils, the Greater Amman Municipality, and companies fully owned by the government".

    As usual, the above may seem to indicate that the announcement does not apply to the private sector. However, recall that, back in October 2020, the then spokesperson for the Jordanian Ministry of Labour, Mohammad al-Zyoud, had clarified that "all official and religious holidays in Jordan include both public and private sectors" adding that "According to article 59 of the Labour Law, which clarifies the mechanism for making the employer work on his weekly, religious or public holidays, official communications issued for this purpose include private sector institutions without mentioning them in the communications.". This clarification was reiterated by the Jordanian Ministry of Labour many times, since then, most recently in late May, June, and July 2024.

In partial modification to Finance Department Memo No. 6112-F(P2), dated 09.11.2023, the Governor has been pleased to declare State Government Holiday on the 14th September, 2024 (Saturday) for the State Government Offices, Local Bodies, Statutory Bodies, Boards, Corporations, Undertakings and Institutions including educational institutions controlled or owned by State Government, where Saturdays are not observed as full holiday".

    Todays announcement thus further amends last November's Department Notification No. 6112 -F(P2), which listed the 2024 government holidays, public holidays and restricted holidays in India's state of West Bengal.

In partial modification to Finance Department Memo No. 6112-F(P2), dated 09.11.2023, the Governor has been pleased to declare State Government Holiday on the 14th September, 2024 (Saturday) for the State Government Offices, Local Bodies, Statutory Bodies, Boards, Corporations, Undertakings and Institutions including educational institutions controlled or owned by State Government, where Saturdays are not observed as full holiday".

    Todays announcement thus further amends last November's Department Notification No. 6112 -F(P2), which listed the 2024 government holidays, public holidays and restricted holidays in India's state of West Bengal.

    In a television address, earlier today, Botswanan President Mokgweetsi Masisi announced that the current parliament of Botswana is set to be dissolved on September 5, and that "the two days of voting, October 30 and 31, will be designated as public holidays to encourage widespread participation".

    The aforementioned announcement of one-off public holidays on October 30 and 31, 2024, thus further amends the list of official non-working public holidays in Botswana for the calendar year 2024, which was announced, earlier this year.

    Such one-off declaration of public holidays in Botswana are rather rare, and are usually limited to electoral occasions, as was the case in 2019 when then President Mokgweetsi declared Wednesday to Friday, October 23-25, 2019, as non-working public holidays, followed by the Central Bank of Botswana which announced that October 23-24-25, 2019, would be one-off bank holidays as well.

    In 2014, then president Ian Khama, in his statement at the final session of the 10th Parliament, announced that the date of the upcoming General Election would be Friday, October 24, 2014, and that this date would once again be declared a one-off non-working public holiday in Botswana.

    Similarly, in 2009, Botswana's then Minister of Presidential Affairs and Public Administration, Margaret Nasha, announced that the upcoming election day, Friday, October 16, 2009, would be a public holiday.

    Earlier tonight, the ministère des Habous et des Affaires islamiques of the government of Morocco has announced that it had not succeeded in observing the crescent Moon and therefore that Thursday, September 5, 2024, would be the first day of the month of Rabie-I and hence the date of the Aïd Al Mawlid Annabaoui (the Prophet's Birthday) would be Monday, September 16, 2024.

    Note that a differential exists between the non-working public holidays in Morocco for the public sector, and the non-working public holidays in Morocco for the private sector.

    Decree No. 2.00.166 of May 10, 2000 amending and supplementing Decree No. 2.77.169 of February 28, 1977 specifies that religious holidays give rise to 2 public holidays for administrations, businesses and the civil service.

    On the other hand, Decree No. 2.04.426 stipulates that for private companies only one day of paid leave is provided. The employer is therefore not obliged to grant the second day, unless otherwise stipulated in a collective agreement. In practice, banks, as well as multinationals, grant two days of paid leave.

    As per Prime Minister Han Duck-soo, "By designating this year's Armed Forces Day as a temporary holiday, the government plans to heighten public interest in the importance of national security and remember the role of our armed forces and the hard work of our troops".

    Armed Forces Day was celebrated as a public holiday until 1991.

    Late last month, South Korea's ruling ruling People Power Party had requested that the government declare October 1, 2024, as a one-off public holiday to mark the 76th anniversary of Armed Forces Day.

    Almost immediately, the opposition Democratic Party of Korea had voiced its opposition to that proposed one-off public holiday, due to October 1st also being the date of the establishment of the Japanese Government-General of Korea on October 1st, 1910
