  The Ministry of Home Affairs of Vietnam has issued a communique, responding favorably to the draft by the Ministry of Labor, Invalids and Social Affairs (MOLISA), containing a suggested arrangement of the 2025 Tet Lunar New Year holidays, the National Day holidays and the April 30/May 1 holidays.
  
  Recall that, earlier this week, MOLISA had submitted a draft list of 2025 public holidays with only one option for the Lunar New Year public holidays, as well as only one option only for the Victory Day and May 1 public holidays.
  
  MOLISA's draft did propose 2 options for the National Day holiday, but it strongly recommended the first option, which the Ministry of Home Affairs agreed with in today's communique.

  Ghana's Minister for the Interior, Henry Quartey, has issued the press statement Declaration of Monday, 23rd September, 2024 as a Public Holiday, announcing that "The general public is hereby informed that Saturday, 21st September, 2024 marks Kwame Nkrumah Memorial Day which is a Statutory Public Holiday".
  
  The aforementioned communique goes on, adding that "in view of the fact that 21st September, 2024 falls on a Saturday, His Excellency, the President of the Republic of Ghana, has by Executive Instrument (E.I), in accordance with Section 2 of the Public Holidays and Commemorative Days Act, (Act 601) declared Monday, 23rd September, 2024 as an additional Public Holiday and should be observed as such throughout the country".

  The Minister of the Interior, Justice and Decentralization of Honduras, Tomás Eduardo Vaquero Morris, has announced that the 2024 Semana Morazánica public sector holidays would be extended by 2 days and would now run from September 30 to October 4, 2024, inclusively.
  
  Recall that, late last month, the Honduran Council of Private Enterprise (COHEP) had announced that the 2024 Semana Morazánica private sector public holidays would begin on Wednesday, October 2, 2024, at noon, and end on Saturday, October 5, 2024, also at noon, while the banking and financial system would be closed from Wednesday, October 2, noon, until Saturday, October 5, 2024.
  
  The Semana Morazánica public holidays of Honduras come from the combination of 3 of Honduras' annual public holidays; on October 3 (Anniversary of Francisco Morazá), 12 (Discovery of America) and 21 (Armed Forces Day).
  
  Due to their proximity in the calendar, these 3 annual October public holidays were often tinkered with, usually at the last minute.
  
  Then, in 2014, during the administration of the Juan Orlando Hernández, the Decreto Legislativo No. 75-2014 del 29 de septiembre, put an end to the annual uncertainty by moving all 3 of Honduras' annual October non-working public holidays to the last week of October. A year later, the Semana Morazánica public holidays were moved from the last week of October to the beginning of October.
  
  The 2015 change to the dates of the Semana Morazánica were the last permanent changes, though the 2020 Semana Morazánica was moved many times due to the pandemic. Initially announced as October 7 to 11, 2020, it was moved to the first week of November, then to the following week, November 11-14, 2020, then indefinitely postponed due to due to the arrival of tropical storm Eta in Honduras. In the end, the Decreto Ejecutivo Número PCM-135-2020 declared December 24, 30 and 31, 2020, as compensation for the canceled Semana Morazánica public holidays of October 2020.

  The Cabinet of Ministers of Azerbaijan has announced changes to last Monday's announcement of COP29-related public holidays next month.
  
  As the upcoming State Flag Day public holiday falls on a Saturday, a day in lieu public holiday will be observed on Monday, November 11, 2024.
  
  The 2 one-off public holidays in connection with the upcoming 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 29) will therefore be on Tuesday and Wednesday, November 12 and 13, 2024, to be compensated by Saturday, November 16, and Saturday, November 23, 2024, having been declared regular working days.
  
  Recall that, earlier this week, the Cabinet of Ministers of Azerbaijan had initially announced the declaration of Monday and Tuesday, November 11 and 12, 2024, as non-working public holidays, in connection with the upcoming COP 29.
  
  Both today's and Monday's announcements amend the list of 2024 public holidays in Azerbaijan as announced last December by the Prime Minister of the Republic of Azerbaijan, Ali Asadov, following the Cabinet of Ministers decision On determining holidays for Novruz, Ramadan and Eid al-Adha for 2024.

  September 20 was decreed as a new annual public holiday in Haiti, to be observed as Jour de Dessalines, by Haiti's then President, Jovenel Moïse, in a decree published in the September 18, 2020, edition of Haiti's official gazette.

  The Mexican Senate has approved by 116 votes the Labor and Social Security Commission amendment which will see the date of the public holiday for the Mexican Presidential inauguration shift from December 1st to October 1st (cada seis años, con motivo de la transmisión del Poder Ejecutivo Federal).
  
  This change to article 74 of the Federal Labor Law of Mexico were gazetted in the Diario Oficial de la Federación, last summer, thus modifying the annual days of mandatory rest, as set out in the decree of October 6, 1993, and its subsequent reform of January 2006.
  
  The aforementioned amendments to article 74 of the Federal Labor Law of Mexico were presented last June by PRI representative María de Jesús Aguirre Maldonado, so that the annual December 1st public holiday for the inauguration of the President of Mexico, be changed to October 1st, due to the 2014 electoral reform that moved the presidential inauguration from December 1st to October 1st, beginning in 2024.

  The head of the Department of Tourism and Employment of the regional government of Spain's autonomous region of las Islas Canarias, Jéssica de León, has announced that the government had approved last May's draft list of 2025 public holidays in the Canaries Islands.
  
  The region-wide public holidays for 2025 will include the May 30th Día de Canarias and each island will observe a specific public holiday; February 3 (the feast of the Virgin of Candelaria in Tenerife), July 5 (the feast of the Descent of the Virgin of the Kings in El Hierro), August 5 (the feast of Our Lady of Las Nieves, in La Palma), September 19 (the feast of Our Lady of the Rock, in Fuerteventura), September 8 (the feast of Our Lady of the Pine in Gran Canaria), September 15 (the feast of Our Lady of the Volcanoes, in Lanzarote and La Graciosa), and October 6 (the feast of Our Lady of Guadalupe, in La Gome).

  Pakistan's Upper House of the Parliament has unanimously passed a resolution demanding the government commemorate September 7 each year in remembrance of parliament's decision in 1974 on that day, which officially declared the Ahmadiyya community as non-Muslims through the second constitutional amendment.
  
  The session, chaired by Deputy Chairman Syedal Khan, was later adjourned after a majority approved a resolution to declare September 7 an official public holiday.
  
  As per the author of the resolution, Senator Atta-ul-Rehman, making September 7 a government holiday would ensure that the nation remains aware of the landmark decision made by parliament.

  Last week, the lower house of the National Assembly of Slovenia had approved a proposal to amend the law on holidays and work on days off by renaming the September 15, Day of Restoration of the Primorska Region to the Motherland holiday as the Return of Primorska to the Motherland.
  
  The lower house now needs a absolute majority vote to override the upper house's veto.

• Maharashtra Moves Eid-e-Milad-Un-Nabi Public Holiday To September 18

  The General Administration Department of the Government of India's state of Maharashtra has issued the vide notification No.PHD-1124/ C.R106/ Japuk(29) rescheduling the upcoming Eid-e-Milad-Un-Nabi state public holiday from Monday, September 16, to Wednesday, September 18, 2024, at the request of the Muslim community, due to the occurrence of the Anant Chaturdashi (Ganpati Visarjan) on Tuesday, September 17, 2024 ().
  
  Initially, the aforementioned change had been announced only for the city of Mumbai, but the State Government promptly followed in moving the Eid-e-Milad-Un-Nabi state public holiday from Monday, September 16, to Wednesday, September 18, 2024. As per the state government notification, "Among the 24 public holidays notified by the State Government, the Eid-e-Milad holiday is indicated on Monday, September 16, 2024. Eid-e-Milad, a religious festival of Muslims, is widely celebrated by the Muslim community on a large scale. A procession program is organised on this occasion. On Tuesday, September 17th, 2024, since there is the Hindu festival of Anant Chaturdashi, to maintain peace and social harmony between the two communities, the Muslim Community has decided to organise the procession program on Wednesday, 18th September, 2024. Therefore, the public holiday of Eid-e-Milad is being declared on Wednesday, September 18, 2024 instead of Monday, September 16, 2024.".
  
  Later the same day, the Reserve Bank of India (RBI) announced that "there will be no transactions and settlements in Government securities, foreign exchange, money markets and rupee interest rate derivatives on September 18, 2024. Settlement of all outstanding transactions due on September 18, 2024 (Wednesday) will get postponed to the next working day, i.e., September 19, 2024 (Thursday)."
  
  The aforementioned announcement thus amends last November's Government vide Notification No.PHD-1123/C.R.148/JPK (Desk-29) which announced the list of 2024 public holidays in India's state of Maharashtra.

Admn.(Spl.E) Dept., Dated:12.12.2023.
  
  The aforementioned vide notification further states that "The Government hereby orders that 17.09.2024 (Tuesday) shall be Holiday to the Government Offices/Schools/Colleges located in and around Twin Cities of Hyderabad & Secunderabad, Ranga Reddy and Medchal - Malkajgiri Districts of Telangana State on account of Ganesh idols immersion procession" but points out that "Consequently, 09.11.2024 (Second Saturday) shall be observed as a working day for all the Government Offices, Schools, Colleges located in and around twin cities of Hyderabad- Secunderabad, Ranga Reddy and Medchal - Malkajgiri Districts of Telangana State in lieu of Holiday declared on 17.09.2024 (Tuesday).".
  
  The aforementioned declaration of September 17 as a public holiday thus further amends the list of 2024 public holidays in Telangana contained in the vide notification G.O.Rt. No.1633 of last December.

  The National Assembly of Slovenia has approved last December's proposal to amend the law on holidays and work on days off by renaming the September 15, Day of Restoration of the Primorska Region to the Motherland holiday as the Return of Primorska to the Motherland.
  
  Note that, despite September 15 being one of Slovenia's National Holidays and National Holidays normally being work-free days, the September 15 holiday is a regular working day in Slovenia.

  The National Assembly of Slovenia has approved last December's proposal to amend the law on holidays and work on days off by renaming the September 15, Day of Restoration of the Primorska Region to the Motherland holiday as the Return of Primorska to the Motherland.
  
  Note that, despite September 15 being one of Slovenia's National Holidays and National Holidays normally being work-free days, the September 15 holiday is a regular working day in Slovenia.
  
  The aforementioned announcement is in line with last November's list of 2024 Slovenian bank holidays and non-working public holidays as announced by the Government of Slovenia.

Muruganandam, has announced that the Tamil Nadu government had revised the date of the upcoming Milad-un-Nabi (Prophet's Birthday) public holiday, based on a communication from the Chief Kazi to the Tamil Nadu government, in which it was stated that the moon had not been sighted on September 4 and therefore that the Milad-un-Nabi should be celebrated on September 17, 2024.
  
  As per section 4 of the aforementioned vide notification G.O Ms. No. 617, signed by order of the Governor, by the Chief Secretary to Government, N. Muruganandam, "Under the Explanation to Section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) read with Notification of the Government of India, Ministry of Home Affairs No.20-25-26, Public -1, dated 8th June 1957 the Government of Tamil Nadu hereby declares that 17th September, 2024 shall be a Public Holiday on account of Milad-un-Nabi instead of 16th September, 2024".

  As per the aforementioned announcement, "In homage to you, in gratitude to you, I am going to decree that Christmas be brought forward to October 1".
  
  As October 1st falls on a Tuesday in 2024, it is not clear what will happen to Monday, September 30.
  
  Until last spring, the calendar of public holidays in Venezuela had remained relatively stable, ever since the major overhaul signed by President Hugo Chávez on May 1st, 2012, and gazetted as the Ley Orgánica del Trabajo, los Trabajadores y las Trabajadoras (LOTTT) by President Maduro in 2013.
  
  However, last May, president Maduro, decreed May 15 as a new annual public holiday to celebrate Venezuelan Family Day.

  The Presidency of the Arab Republic of Egypt has published a revised list of Egyptian national public holidays for the calendar year 2024, with the date of the upcoming Prophet Muhammad's Birthday (Mawlid Al-Nabi) public holiday being moved from Monday, September 16, to Sunday, September 15, 2024.
  
  This was followed by an announcement by Egyptian Prime Minister, Mostafa Madbouly, declaring Sunday, September 15, 2024, as an official paid public holiday for Moulid El-Nabi (Prophet Muhammad's birthday), "for ministries, governmental bodies, public facilities, municipalities, public enterprises, and public and private companies".
