  • Haryana Restricts Scope of March 31 Eid Public Holiday

    The Government of India's state of Haryana has announced that Monday, March 31st, 2025, would no longer be a public holiday.

    As per the aforementioned notification, "In partial modification of the Government Notification issued vide even number dated 26.12.2024, it is notified that Eid-ul-Fitr, i.e., 31st March 2025, shall be observed as a Restricted Holiday (Schedule-II) instead of a Gazetted Holiday, due to the fact that 29th and 30th March 2025 are weekend off days and 31st March being the closing day of the Financial Year 2024-2025".

    The cancellation of Monday, March 31st, 2025, as a public holiday thus amends the terms of the General Administration Department vide Notification No.28/67/2008-1HR-1 of last December containing the annual list of non-working public holidays in India's state of Haryana for the calendar year 2025.

    Recall that, earlier this month, the Reserve Bank of India (RBI) announced that all banks would remain open for transactions on Monday, March 31, 2025, despite it being a public holiday, "to provide convenience to taxpayers".

    Turkish President, Recep Tayyip Erdoğan, has announced that the upcoming 2025 End of Ramadan public holidays would once again extend for 9 days, from March 29 to April 6, 2023, inclusively.

    As per Predident Erdoğan's statement, "As you know, the students' spring midterm vacation begins next week. The Monday and Tuesday of the midterm break coincide with the second and third days of Ramadan Bayram. We want our families to spend more time with their children and spend the holiday in peace and joy. To this end, the days after Bayram, namely April 2, 3 and 4, will be considered holidays for government and public sector employees. Adding the rest days, the holiday will be nine days".

    Recall that, last year, President Erdoğan had similarly extended the 2024 End of Ramadan public holidays to 9 days, from April 6 to April 14, 2024, inclusively.

    However, last year, though the announcement was also made for the public sector only, President Erdoğan had added that "We know that our private sector also has a similar approach", a mention that was not made this year.

    The Algerian Direction générale de la Fonction publique et de la Réforme administrative has announced that the first 3 days of the month of Shawwal would be public holidays for both the public and private sectors.

    As per the aforementioned announcement, "les 1er, 2 et 3 du mois de Choual 1446 de l’Hégire seront des jours de congé payé pour l’ensemble des fonctionnaires des institutions et administrations publiques, des établissements et offices publics et privés, ainsi que pour tous les employés des entreprises publiques et privées, quel que soit leur statut, y compris ceux rémunérés à la journée ou à l’heure".

    Recall that Algerian weekends have been observed on Friday/Saturday, as per the "décret n°09-244 du 22 Juillet 2009, modifiant le décret exécutif n°97-59 du 03 Mars 1997", which took effect on August 14, 2009, changing weekends in Algeria from Thursday/Friday to the mixed or semi-universal Friday/Saturday.

    Bahrain's Crown Prince and Prime Minister, Prince Salman bin Hamad Al Khalifa, has issued a circular announcing the dates of the upcoming public holidays in Bahrain on account of the upcoming Eid Al-Fitr (End of Ramadan).

    As per the aforementioned statement, "the Kingdom’s ministries and public institutions will close on the day of Eid Al-Fitr and the two days that follow".

    Contrary to previous years, the announcement did not specify that if any of the Eid days coincided with an official holiday, then an extra day would be given in lieu, though this is not expected to be the case in 2025.

    Recall that, since September 2006, the weekend in Bahrain is Friday-Saturday.

    The Government of India's Union Territory of Jammu and Kashmir has announced that the date of the public holiday for the upcoming Shab-e-Qadr had been changed to Friday, March 28, 2025.

    As per the aforementioned vide notification "In partial modification of Government Orders … it is hereby ordered that the holiday on account of Shab-e-Qadr shall now be observed on 28th of March 2025 (Friday) instead of 27th of March 2025 (Thursday) in the Union territory of Jammu and Kashmir".

    The change of date of the upcoming Shab-e-Qadr public holiday thus amends last December's list of non-working public holidays in Jammu and Kashmir for the upcoming calendar year 2025, as published in the Government of Jammu and Kashmir Government Order No. 2193-JK(GAD) of 2024 (Holidays to be observed throughout the Union territory of Jammu and Kashmir during the Calendar Year, 2025) and the Jammu and Kashmir Government Order No. 2194-JK(GAD) of 2024 (Holidays to be observed during the Calendar year, 2025 under the Negotiable Instruments Act, 1881), signed by the Additional Secretary to the Government, Rohit Sharma.

    Recall that, last year, the same Kelantan Menteri Besar, Nassuruddin Daud, had declared Tuesday, April 9, 2024, as a special state public holiday in Malaysia's State of Kelantan on account of the upcoming Hari Raya Aidilfitri public holidays and also to ease traffic congestion.

    The Malaysian states of Kedah, Kelantan, and Terengganu observe a Friday/Saturday weekend.

    Qatar's Central Bank (QCB) has announced the bank holidays to be observed on account of the upcoming Eid Al Fitr (End of Ramadan) for all financial institutions in Qatar.

    As per the official announcement, "on the occasion of Eid Al Fitr, it has been decided that the holiday for all financial institutions in the State of Qatar will start on Sunday, 30 March 2025 and will end on Thursday, 3 April 2025", with the added specification that "all financial institutions will resume operations on 6 April 2025".

    As usual, these bank holidays apply to the Qatar Central Bank (QCB), as well as all banks and financial institutions operating under the control of the QCB, Qatar Financial Markets Authority (QFMA) and Qatar securities company (QSC).

    Note that, since 2000, the weekends in Qatar are Fridays and Saturdays.

  • Sabah Declares April 2 Public Holiday
    Sabah State Government (Kota Kinabalu)

    The Chief Minister of Malaysia's state of Sabah, Datuk Seri Hajiji Noor, has announced that Sabah will observe a replacement public holiday on Wednesday, April 2, 2025, in conjunction with the official birthday of the Yang di-Pertua Negeri of Sabah, Tun Musa Aman.

    As per the aforementioned announcement, "In accordance with the state's policy, when the official birthday falls on a Sunday and the following day (Monday) is already a public holiday, the replacement holiday will be observed on the next working day, which is Wednesday, April 2".

    Recall that, earlier this month, the Sabah State Secretary, Safar Untong, had announced that from this year onward the official Sabah Yang di-Pertua Negeri (TYT) birthday celebrations would be observed on March 30.

    Prior to that, in 2010, the then State Secretary of Sabah, Datuk Sukarti Wakiman, had announced that, effective in 2010, the official state public holiday for the celebration of the Yang Dipertua Negeri (head of state's birthday) would be moved to the first Saturday of October.

    Before that, the September Sabah state public holiday had been postponed to October 11, 2008, due to it coinciding with the month of Ramadan in 2008.

    The President of Trinidad and Tobago, Christine Carla Kangaloo, has declared day in lieu public holidays for the upcoming Eid al Fitr (End of Ramadan) and the Spiritual Shouter Baptist Liberation Day.

    As per the aforementioned Legal Notice, "In accordance with the provisions of Section 4 (1) of the Public Holidays and Festivals Act, Chapter 19:05, Her Excellency, Christine Carla Kangaloo, O.R.T.T., President of the Republic of Trinidad and Tobago, on the advice of the Cabinet, has declared Sunday March 30, 2025 as the date of the public holiday in recognition of Eid-uL-Fitr. This date is also recognised as a public holiday in commemoration of Shouter Baptist Liberation Day, as outlined in the Schedule to the Act. Therefore, the President, acting in accordance with section 3(2), appoints by Notification, Monday March 31, 2025 as a public holiday in observance of Eid-ul-Fitr and Tuesday April 1, 2025 as a public holiday in observance of Shouter Baptist Liberation Day".

    Guinea Conakry's Ministre du Travail et de la Fonction Publique, Faya François Bourouno, has issued the communique 000001/ MTFP/ SG/ DGFP/ SP/ 2024 declaring a public holiday on Thursday, March 27, 2025, on account of the Laylat Al Qadr.

    As per the aforementioned vide notification, "In partial modification of its earlier notification No. 6/1/1-IH(I)-2024/18285-92 dated 27th December 2024, the Chandigarh Administration has announced that 14th April 2025 (Monday) will be observed as a Public Holiday in all Government Offices, Boards, Corporations, Institutions, and Industrial Establishments under the Chandigarh Administration and within the meaning of Section 25 of the Negotiable Instrument Act, 1881, on account of Dr. B.R. Ambedkar Jayanti", meaning that April 14 will now be a public holiday for both the public and private sectors.

    However, the notification goes on to state that "It is clarified that Good Friday (18th April 2025) and Buddha Purnima (12th May 2025) will remain Public Holidays as per the earlier Notification in all Government Offices, Boards, Corporations, Institutions, and Industrial Establishments under the Chandigarh Administration. However, Good Friday (18th April 2025) and Buddha Purnima (12th May 2025) will not remain public holidays within the meaning of Section 25 of the Negotiable Instrument Act, 1881 like in Haryana State & Punjab State.", meaning that April 18 and May 12 are now restricted as public holidays to only the public sector.

    The vide notification thus amends the list of 2025 public holidays in Chandigarh as published in last December's Government vide Notification No.6/1/1-IH(I)-2024/18285.

    As per the aforementioned announcement, "On the occasion of the upcoming Eid AI-Fitr for the year 1446 AH, and in accordance with the Royal directives of His Majesty Sultan Haitham bin Tarik, it has been decided that the Eid holiday for employees in units of the State's Administrative Apparatus, other legal entities and workers in private sector establishments, will commence on Saturday, 29 Ramadan 1446, corresponding to March 29, 2025".

    The announcement goes on to present 2 options; "If the first day of Eid falls on Sunday, March 30, the holiday will end on Tuesday, 3rd Shawwal 1446 AH, corresponding to April 1. Official working hours would resume on Wednesday, April 2, 2025" on the other hand, "If the first day of Eid falls on Monday, March 31, 2025, the holiday will end on Thursday, 4th Shawwal 1446 AH, corresponding to April 3. Official working hours would resume on Sunday, April 6, 2025".

    We expect the first day of the upcoming Eid to be on March 30.

    Recall that, for more than a decade, and contrary to most other Gulf States, Oman has been observing the same Eid public holidays for both the private and public sectors.

    As per this morning's press release, "The general public is hereby informed that Sunday, 30th March, 2025 or Monday, 31st March, 2025 marks Eid-Ul-Fitr which is a Statutory Public Holiday" and "However, in view of the fact that 30th March 2025 falls on a Sunday and in the interest of the public, His Excellency, the President of the Republic of Ghana, has by Executive Instrument (E.I.), in accordance with Section 2 of the Public Holidays and Commemorative Days Act (Act 601) declared Monday, 31st March 2025 and Tuesday, 1st April 2025 as additional Public Holidays and should be observed as such throughout the country".

    Recall that, in April 2024, John Dramani Mahama, had promised that the declaration of an additional public holiday at the end of the month of Ramadan would be included in the NDC's manifesto for the 2024 elections, and at the beginning of February, the recently-elected President Mahama had announced that "in the amendment of the public holidays act, we shall also make provision to fulfill our promise to the Muslim community of an extra holiday to mark the Muslim festival of Eidul Fitr".

    This was reconfirmed at the very beginning of this month in a statement by President Mahama "I’ve directed legal counsel Marietta Brew to revise the Act, ensuring Muslims receive two days to celebrate Eid ul-Fitr", though the exact dates has not been set until today's press release.

    Madagascar's ministère du Travail, de l’Emploi et de la Fonction publique has announced that the government of Madagascar had decided to declare the date of the upcoming Eid Al Fitr (End of Ramadan) public holiday as Monday, March 31, 2025.

    The Eid Al Fitr (End of Ramadan) has been a public holiday for all sectors of the economy since 2018.

    The State Bank of Pakistan (SBP) has issued a BPRD Circular Letter declaring bank holidays in Pakistan on account of the upcoming Eidul Fitr (End of Ramadan).

    As per the aforementioned announcement, "The State Bank of Pakistan will remain closed from 31st March to 2nd April, 2025 (Monday to Wednesday) being public holidays on the occasion of Eid-ul-Fitr".

    Today's announcement by the State Bank of Pakistan is in line with the list of 2025 public holidays in Pakistan, as announced in the Public and Optional Holidays for the calendar year 2025 published by the Government of Pakistan last December, as well as with the announcement by the Federal government of Pakistan, earlier this week.

    Suriname's President, Chandrikapersad Santokhi, has declared Friday, June 20, 2025, a one-time national holiday at the request of the Sranan Boeroe Foundation (SSB).

    The aforementioned announcement amends the current list of 2025 public holidays in Suriname which was based on a 2021 Decree published in the Official Gazette no. 26 by the same Minister Somohardjo, and which clarifies that, in terms of the Sunday Rest Act (Zondagsrustwet), the 15 days that are to be treated as national holidays are as follows: Good Friday, Easter Monday, Christmas Day, Boxing Day, Holi, Diwali, Ied Ul Fitre, Ied Ul Adha, January 1, Chinese New Year, May 1, July 1, August 9, October 10, and November 25.

    Turkish President, Recep Tayyip Erdoğan, speaking at the March 21 Nowruz Day Commemoration Program held at the Haliç Congress Center, proposed that March 21st be declared a new annual public holiday in Turkey.

    The last annual public holiday added to Turkey's list of public holidays was in the autumn of 2016, when the same President Erdogan announced that, from 2017 onward, July 15 would be observed as a new non-working public holiday in Turkey to recall the aborted coup of the summer of 2016, and Turkey's Parliament unanimously passed a bill to declare July 15 as a new annual non-working public holiday in Turkey, named Democracy and National Solidarity Day.

    Before that, in 2009, Turkey's parliament approved a bill declaring May 1st an annual public holiday, effective starting in 2009, and giving it the official name Labor and Solidarity Day, following the preceding decision by then Prime Minister, Recep Tayyip Erdogan, who had ordered the Minister of Employment and Social Security to announce May 1st as a public holiday, earlier that same month. May 1st had been a public holiday in Turkey, called Spring Day from 1935 to 1980.
