Lima Anniversary Public Holiday Update

The latest issue of El Peruano (the official gazette of Peru) confirms that there will not be any regional public holiday on either January 18 or 19, 2025, to commemorate the 490th Anniversary of the city of Lima.
Metropolitan Lima and the Constitutional Province of Callao (where the Lima International Airport, and Peru's main harbor are) have on occasion had public holidays declared specifically.
Most recently, November 14, 15 and 16, 2024, were declared as non-working public holidays (Día no laborable para el sector público y privado) in Lima and Callao on account of last year's Asia-Pacific Economic Cooperation Forum (APEC).
Similarly, in 2008, the Decretos Supremos 008-2008-PCM and 009-2008-PCM, declared May 15-17 and November 20-22, 2008, as public holidays in Lima and Callao on account of the then upcoming EU/Latin America/Caribbean and APEC summits, respectively.
And, in 2016, the decreto supremo 059-2016-PCM declared November 17-18-19, 2016, as one-off non-working public holidays in Lima and Callao on account of the then upcoming 24th meeting of the leaders of the APEC countries.

Lima Anniversary Public Holiday Update

The latest issue of El Peruano (the official gazette of Peru) confirms that there will not be any regional public holiday on either January 18 or 19, 2025, to commemorate the 490th Anniversary of the city of Lima.
Metropolitan Lima and the Constitutional Province of Callao (where the Lima International Airport, and Peru's main harbor are) have on occasion had public holidays declared specifically.

Zimbabwe Adds New Munhumutapa Public Holiday

Zimbabwe's President, Emmerson Mnangagwa, has declared a new annual public holiday in Zimbabwe to be observed on September 15 as Munhumutapa Day (a date which coincides with coincides with President Emmerson Mnangagwa’s birthday).
As per the official announcement, formalized under the General Notice 954 of 2024, under Section 2(2) of the Public Holidays and Prohibition of Business Act [Chapter 10:21], the president holds the authority to declare public holidays at any time.
The last time a new annual public holiday was added to the list of Zimbabwe's public holidays was in 2017, when Zimbabwe's then Home Affairs Minister, Ignatius Chombo, announced that the government of Zimbabwe had amended the list of public holidays by declaring February 21 as Robert Gabriel Mugabe National Youth Day, a new annual public holiday in honour of Robert Mugabe, who had ruled Zimbabwe since 1980, and who was born on February 21, 1924.
Eventually February 21 was gazetted as National Youth Day, as per the terms of the Statutory Instrument Number 143 of 2017 (gazetted on November 24, 2017) in terms of the Zimbabwe Public Holidays and Prohibition of Business Act.

Zimbabwe Adds New Munhumutapa Public Holiday

Zimbabwe's President, Emmerson Mnangagwa, has declared a new annual public holiday in Zimbabwe to be observed on September 15 as Munhumutapa Day (a date which coincides with coincides with President Emmerson Mnangagwa’s birthday).
As per the official announcement, formalized under the General Notice 954 of 2024, under Section 2(2) of the Public Holidays and Prohibition of Business Act [Chapter 10:21], the president holds the authority to declare public holidays at any time.

Algerian Yennayer Public Holiday January 12

The Algerian Direction générale de la Fonction publique et de la Réforme adminis has announced that Sunday, January 12, 2025, had been declared a public holiday in Algeria to mark the upcoming Amazigh New Year.
As per the aforementioned communique, "À l’occasion du Nouvel An Amazigh, Amenzu n Yennayer, célébré le dimanche 12 janvier 2025, la journée a été déclarée chômée et payée pour l’ensemble des personnels des institutions et administrations publiques, des établissements et offices publics et privés, ainsi que des entreprises, tous secteurs et statuts juridiques confondus. Cette décision, conformément à la loi 63-278 du 26 juillet 1963, modifiée et complétée, concerne également les employés rémunérés à l’heure ou à la journée".
Recall that Algeria moved from Thursday-Friday weekends to semi-universal Friday-Saturday weekends in 2009.
Amazigh New Year was approved as a new annual public holiday in early 2018, by Algeria's Council of Ministers, and then by Algeria's Popular Assembly (APN).
Neighboring Morocco followed suit, beginning in 2024, but the Moroccan Amazigh New Year public holiday will be observed on January 14.

Delhi NCT Declares February 5 Electoral Public Holiday

The Chief Electoral Officer of India's Delhi NCT (National Capital Territory), T. Misao, has issued the vide notification No.CEO/COE/102(11)/2025/1304, "regarding grant of paid holiday to the employees on the day of poll i.e. 05.02.2025 (Wednesday) under section 135 B of the Representation of the People Act, 1951".
As per the aforementioned vide notification, its contents should be brought "to the notice of all establishments, factories, other business establishments, at least three days before Poll Day, to ensure that the employees working in such establishments who are entitled to vote in the coming General Election to Legislative Assembly of NCT of Delhi are granted Paid Holiday on the day of Poll so that they are able to cast their vote on 05.02.2025 (Wednesday)".
The grant of a public holiday on Wednesday, February 5, 2025, thus partially amends the terms of last November's vide Notification No. F. 53/689/GAD/ CN/2024-25/ 2065-2111, containing the list of annual public holidays and restricted holidays to be observed as holidays in all Government offices of the National Capital Territory of Delhi during the year 2025, as signed by order and in the name of the Lieutenant Governor of the National Capital Territory of Delhi, by the Secretary, Pradeep Tayal.

Philippines Declare 3 Regional Public Holidays In January

The Office of the President of the Philippines has issued 3 proclamations declaring 3 regional public holidays in January 2025.
Proclamation No. 768 declares Monday, January 20, 2025, as a special non-working day in Lipa City, Batangas, for the celebration of the Coffee Festival.
Proclamation No. 769 declares Thursday, January 23, 2025, as a special non-working day on the province of Bulacan to mark the anniversary of the inauguration of the First Philippine Republic.
Proclamation No. 770 declares Friday, January 31, 2025, as a special non-working day in the municipality of Lian, Batangas for the celebration of its Liberation Day.
It would seem that the 30-day delay between the request to declare a regional public holiday and the date of said holiday, mandated by Philippines Presidential Executive Secretary, Lucas Bersamin, in last February's Memorandum Order (MO) 20 in reaction to a spate of regional and municipal public holidays declared at the last minute, will never be adhered to.

Punjab Declares January 14 Local Public Holiday

The Government of India's state of Punjab has declared a local holiday on Tuesday, January 13, 2025, on the occasion of Mela Maghi.
On that date, all government offices, boards/corporations and educational institutions of the Sri Muktsar Sahib district will remain closed.
The aforementioned announcement does not amend the terms of last December's Government of Punjab vide Notification No. 06/01/2024-2PP3/677, containing the annual list of public holidays and restricted holidays for the calendar year 2025 in Punjab, as that notification did not cover local public holidays.

South Korea Extends Seol-nal Public Holidays

The South Korean Government and the conservative People Power Party (PPP) have agreed to declare Monday, January 27, 2025, as a temporary (bridge) public holiday to link the upcoming Seol-nal Lunar New Year holidays with the preceding weekend, "to stimulate domestic spending and boost tourism during the Lunar New Year period".
As per the PPP's top policymaker, Kim Sang-hoon, "We expect [the extended break] will provide more opportunities for rest and help improve the quality of life of the public".
Yesterday, we had reported that the South Korean Government was considering declaring Monday, January 27, 2025, as a temporary public holiday, although a source at the Ministry of Economy and Finance was quoted as "nothing is fixed as of now, but we are considering declaring Jan. 27 a national holiday this year".
Over the years, South Korea has declared bridge public holidays on a few occasions.
In 2023, President Yoon Suk Yeol declared Monday, October 2, 2023, a bridge public holiday to link the end of the Chuseok public holidays with the subsequent National Foundation Day public holiday.
In 2017, the Government of South Korea declared Monday, October 2, 2017, as a temporary public holiday to link the 2017 Chuseok South Korean public holiday with the preceding weekend.
In 2015, the South Korean government declared Friday, August 14, 2015, the day before the National Liberation Day public holiday as a temporary public holiday due to the Liberation Day public holiday falling on a Saturday in 2015.
