    The government of Timor Leste has issued a press communiqué containing its annual list of official non-working public holidays in Timor Leste for the calendar year 2025, as declared by the Presidency of the Council of Ministers of the Ninth Constitutional Government of Timor Leste ("Os feriados de data fixa e de data variável determinados pela Lei n.º 10/2005, de 10 de agosto, para 2025 são os seguintes"-"Feriadu sira ho data fiksu no data variavel nian determina husi Lei n.10/2005, loron 10 fulan-agostu, ba tinan 2025 maka hanesan tuir mai ne’e").

    A footnote to the aforementioned relates to the November 3 public holiday, observed since 2023, and states that "The Law n. 10/2005, of 10th of August, determines national public holidays, official commemorative dates and the granting of days-off, and has been amended by Law n. 3/2016, of 25th of May and by Law n.º 10/2023, of 5th of April, to recognise key historical dates of the Timorese Struggle for National Liberation and for the recognition of the role of women in Timorese society".

    The government of Suriname has announced that Wednesday, January 29, 2025, would be a public holiday on account of the celebration of Chinese New Year.

    Recall that, back in early 2011, Suriname's then Home Affairs Minister, Soewarto Moestadja, had announced that the Council of Ministers of Suriname had declared an additional public holiday on Thursday, February 3, 2011, for the upcoming Chinese New Year.

    A few years beforehand, the government of Suriname had declared Monday, October 20th, 2008, as a one-off public holiday to commemorate the 155th anniversary of Chinese immigration to Suriname.

    The Ministry of Labor of Bolivia has announced that Wednesday, January 22, 2025, would be a national public holiday, in line with paragraph I of article 48 of the Political Constitution of the State.

    As per the aforementioned announcement, Wednesday, January 22, marks the Day of the Creation of the Plurinational State of Bolivia, constituting a national holiday with suspension of public and private activities throughout the territory of the Plurinational State of Bolivia.

    Recall that, the Bolivian Government had declared Friday, January 22, 2010, as a one-off national public holiday, to coincide with Juan Evo Morales Ayma's second inauguration as President of Bolivia.

    Later that same year, the Decreto Supremo 405 (Gaceta Nro.97NEC), specified that January 22 was to become an annual national non-working public holiday ("se declara feriado con suspensión de actividades públicas y privadas a nivel nacional el día 22 de enero de cada año") to be officially named Día de la Fundación del Estado Plurinacional de Bolivia.

    The Governor of India's state of Manipur, Ajay Kumar Bhalla, has issued a notification that it had declared a half-day public holiday on account of today's passing away of the late N Kayisii, MLA of Tadubi.

    As per the aforementioned, "The governor of Manipur is pleased to declare half holiday on 20th January 2025 from 1 pm for all offices and educational institutions under the government of Manipur as a mark of respect to the memory of (Late) N Kayisii".

    The aforementioned announcement thus amends last month's vide notification No.LIb-101/1/2022-GAD-GAD, issued by the Government of India's state of Manipur and containing its annual list of the days which will be non-working public holidays in India's state of Manipur for the upcoming calendar year 2025.

    Oman's Ministry of Labour has announced that the upcoming Prophet's Birthday public holiday, for both the public sector and the private sector of Oman, would be observed on Thursday, January 30, 2025, leading to a 3-day weekend, as weekends in Oman were changed to Friday/Saturday in 2013.

    As per the aforementioned announcement, "Thursday, January 30, 2025 will be an official holiday for employees of units of the state’s administrative apparatus and other legal entities, as well as establishments of the private sector".

    Recall that, earlier this week, Kuwait also moved its upcoming Isra Wal Miraj public holiday from January 27 to Thursday, January 30, "to provide for an extended weekend".

    The Central Bank of the Seychelles has released its annual list of the official bank holidays in the Seychelles for the calendar year 2025, in line with the Public Holidays Act 1976, as well as with the changes to the annual list of non-working public holidays in the Seychelles, as announced by Seychelles President Danny Faure during his New Year 2017 televised message to the Nation.

    As usual the aforementioned announcement by the Central Bank of the Seychelles of the list of 2025 bank holidays and public holidays contains the mention "Please note that holidays falling on a Sunday, the next day is also a public holiday".

    The Ministry of Labour of the Dominican Republic has issued an official communiqué confirming that, as per the current legislation on public holidays in the Dominican Republic, both the upcoming Día de la Altagracia and the Natalicio del Padre de la Patria, Juan Pablo Duarte public holidays would be observed, on their traditional dates, namely Tuesday, January 21, 2025, and Sunday, January 26, 2025, respectively.

    The aforementioned communique refers to the Ley No. 139-97 mediante la cual los días feriados del calendario que coincidan con los días martes y miércoles, jueves o viernes serán trasladados de fecha whose Articles 1-2-4 used to move mid-week public holidays to adjoin a weekend.

    But, currently, after many court rulings and legislative initiatives, most of the contents of the Ley No. 139-97 have been removed and its scope does not, or no longer, cover the following public holidays; January 1st, January 21, February 27, August 16, September 24, and December 25.

    The aforementioned memorandum was mandated last February by Philippines Presidential Executive Secretary, Lucas Bersamin, in reaction to a spate of regional and municipal public holidays declared at the last minute.

    The Philippines Senate has approved on third and final reading Senate Bill (SB) 2816 that would set the upcoming Barangay and Sangguniang Kabataan (SK) elections every 4 years apart, most likely on the last Monday of October, as was the case from 2007 to 2013.

    Normally, the Barangay and Sangguniang Kabataan elections should occur every 3 years, and have usually been accompanied by the declaration of a one-off public holiday.

    However, over the past decade, these elections have often been rescheduled.

    The 2018 Barangay and Sangguniang Kabataan elections were supposed to be held in late 2016, but were twice postponed, once to 2017 and a second time to 2018.

    Then in September 2019, three panels of the Philippines Senate approved moving the Barangay and Sangguniang Kabataan elections from May 2020 to May 2023. Eventually, the 2023 Barangay and Sangguniang Kabataan elections were held on October 30, 2023.

    Last month, a bill to extend the term of Barangay and Sangguniang Kabataan (SK) officials' term of office from 3 to 6 years was approved at the committee level in the Philippines House of Representatives. Under the terms of that bill, Section 42 of Republic Act No. 7160 would have been amended to hold the next Barangay and Sangguniang Kabataan Elections by the second Monday of May 2029, instead of in October 2026.

    Indonesian President, Prabowo Subianto, has issued the Presidential Decree (Keppres) Number 2 of 2025 which provides 10 days of leave for employees of the State Civil Apparatus (ASN), "to increase the efficiency of working days while providing certainty about leave schedules for government agencies".

    The aforementioned list of 2025 public sector days of leave exactly matches the list of cuti bersama (collective leave days) for the calendar year 2025 that was in last October's Joint Decrees Number 1017 of 2024, Number 2 of 2024 and Number 2 of 2024 (SKB), of the Minister of Religion, Minister of Manpower, Minister of State Apparatus Empowerment and Bureaucratic Reform.

    However, cuti bersama, as their name implies, are mandatory dates when vacation days must be taken to favor tourism, and as such reduce the number of vacation days left to each civil servant.

    But, today's Presidential Decree (Keppres) Number 2, states that "this joint leave does not reduce the right to annual leave for ASN" and in addition that "ASN who cannot enjoy joint leave due to position reasons will be given compensation in the form of additional days of annual leave", making it clear that the 10 days of 2025 collective leave have now been decreed as public sector holidays.

    The cuti bersama were introduced after the 2002 Bali bombings to promote internal tourism as a means to compensate diminishing foreign tourism.

    The chief press secretary to the Governor of the Nigerian State of Ondo, Ebenezer Adeniyan, has announced that Governor Lucky Orimisan Aiyedatiwa had declared Friday, January 17, 2025, as a public sector holiday on account of the upcoming local government elections.

    As per the aforementioned announcement, "The local government election in Ondo State has been scheduled by the Ondo State Independent Electoral Commission (ODIEC) to hold on Saturday, 18th of January 2025. To this end, the Ondo state government has declared Friday, 17th of January 2025, as a work-free day for public servants in the state to enable them to travel to their various communities to exercise their civic responsibilities".

    The Maldives President’s Office has issued the Directive No. 1/2025 which announces that President Mohamed Muizzu has declared Thursday, February 6, 2025, as a public sector holiday, on account of his Presidential Address on the day of the first meeting of the People's Majlis (Parliament) new term, as per Article 84 of the Constitution of the Republic of Maldives.

    The Maldives President’s Office has issued the Directive No. 1/2025 which announces that President Mohamed Muizzu has declared Thursday, February 6, 2025, as a public sector holiday, on account of his Presidential Address on the day of the first meeting of the People's Majlis (Parliament) new term, as per Article 84 of the Constitution of the Republic of Maldives.
