    The Algerian ministère des Affaires religieuses et des Wakfs has announced that the night of doubt for the observation of the lunar crescent announcing the first day of the holy month of Ramadan will take place on February 28.

    As per the aforementioned announcement, "The Ministry of Religious Affairs and Endowments announces that Friday, January 31, 2025 will be the first day of the month of Sha'ban 1446 AH, specifying that the night of doubt for the observation of the lunar crescent announcing the first day of the holy month of Ramadhan of this year 1446/2025 will take place on Friday, 29 Sha'ban 1446 AH corresponding to February 28, 2025".

  • Uttar Pradesh Considering Public Holidays For Mahakumbh Mela

    The General Administration Department of the Government of India's state of Uttar Pradesh is considering declaring Sunday and Monday, February 2 and 3, 2025, as public holidays on account of the Mahakumbh Mela, which is held once every 144 years.

    Such a declaration of public holidays for the Mahakumbh Mela would amend last month's Government Order vide Notification Section No.870/Date-2024-39(2)/2016, containing the list of 2025 public holidays in Uttar Pradesh.

    Philippines Executive Secretary, Lucas Bersamin, as authorized by President Ferdinand Marcos Jr., signed 19 proclamations of local non-working public holidays to be observed during the upcoming month of February.

    The aforementioned proclamations 774-792 were posted on the Philippines Official Gazette website, earlier today.

    Recall that, almost a year ago, the Memorandum Order (MO) 20 issued by Executive Secretary Bersamin, mandated that a 30-day delay occur between the request to declare a regional public holiday and the date of said holiday, in reaction to a spate of regional and municipal public holidays declared at the last minute.

  • Vatican Proposes Orthodox and Catholic Easter Date Unification

    This past weekend, Pope Francis has once again suggested that the Catholic Church could change its liturgical calendar, unifying the date of Catholic Easter with that of the Orthodox Church, which would determine a fixed Sunday for Easter.

    This year, Easter will be celebrated on the same date for both the Gregorian/Catholic and Julian/Orthodox calendars.

    Recall that, in July 2015, Pope Francis had already suggested moving the date of Easter to a semi-fixed date, most likely the second week of April.

    And a similar proposal had been made, 60 years ago, by Pope Paul VI.

    Nepal's Ministry of Home Affairs has announced that the cabinet of the government of Nepal had declared Wednesday, January 29, 2025, as a public holiday to commemorate Martyrs' Day.

    Today's declaration of Wednesday, January 29, 2025, as a nationwide public holiday is in line with the gazetted list of official non-working public holidays in Nepal for the Nepalese year 2081 (April 2024-April 2025) which was issued by the Government of Nepal, last February.

    Nepal's Ministry of Home Affairs has announced that the cabinet of the government of Nepal had declared Wednesday, January 29, 2025, as a public holiday to commemorate Martyrs' Day.

    Today's declaration of Wednesday, January 29, 2025, as a nationwide public holiday is in line with the gazetted list of official non-working public holidays in Nepal for the Nepalese year 2081 (April 2024-April 2025) which was issued by the Government of Nepal, last February.

    Philippines Executive Secretary, Lucas Bersamin, has issued a clarification following an official social media post that had announced that Monday, January 27, 2025, would be a nationwide public holiday on account of Isra Wal Miraj (the Night Journey and Ascension of Prophet Muhammad).

    As per Secretary Bersamin's statement, "January 27, 2025, is not a holiday observed nationwide but a holiday only in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other Muslim areas defined in the Muslim Code" adding that "Muslim employees in non-Muslim areas, such as the National Capital Region or Metro Manila, are excused from reporting to work on Monday, January 27".

    Note that, as per the Bangsamoro Holidays Act of 2023, Lailatul Isra Wal Mi’raf (the Prophet's Ascension), Amun Jadid (Islamic New Year) and Malid-un-Nabi (the Prophet's Birthday) are no longer regular or special non-working holidays in the BARMM, having been replaced by additional public holidays on the day before and the day after Eid'l Adha.

    Last year, Malacañang's Presidential Communications Office had made the same error when it released the Memorandum Circular No. 03 s. 2024, which declared Thursday, February 8, 2024, as a special working holiday in the BARMM, leading the BARMM government to issue a statement that "The Bangsamoro Government, through the Office of the Senior Minister, wishes to clarify, for the guildance of the public, that the said holiday is classified as special working holiday within the BARMM areas".

    The Comoros Council of Ministers, headed by president Azali Assoumani, has issued the Décret N°25-008PR du 25 janvier 2025 relatif à une journée chômée et payée, declaring Thursday, January 30, 2025 as a one-off nationwide public holiday in the Comoros, on account of the upcoming partial legislative elections.

    As per the aforementioned decree, "En vue de l’organisation de nouvelles élections partielles des députés de l'Assemblée de l'Union des Comores des 12ème circonscription Domoni 1, 14ème circonscription Domini 3, 17ème circonscription Nioumakélé 3 et 25ème circonscription Itsandra Sud, la journée du jeudi 30 janvier 2025 est déclarée chômée et payée sur toute l'étendue du territoire national".

  • Iraq Declares January 26 Public Holiday In Baghdad Governorate

    Iraq's Ministry of Interior has declared tomorrow Sunday, January 26, 2025, as an official public holiday in the Baghdad governorate to cope with the expected influx of pilgrims heading to the city of Kadhimiya for the annual commemoration of the martyrdom of Imam Musa bin Jafar Al-Kadhim.

    Other regions have announced that they will follow suit.

    The Rajab 25 commemoration of the martyrdom of Imam Musa bin Jafar Al-Kadhim has been declared a one-off public holiday in the Baghdad governorate on previous occasions, such as Sunday, May 25, 2014, and Thursday July 8, 2010.

    These public holidays declarations have all also been announced on the day before the commemoration.

    As per the aforementioned vide notification No.132-JK(GAD), "In partial modification of Government Order No. 2193 JK(GAD) of 2024 dated: 29.12.2024, it is hereby ordered that the holiday on account of Shab-i-Miraj shall now be observed on 28th of January, 2025 (Tuesday) instead of 27th of January, 2025 (Monday), in the Union territory of Jammu and Kashmir".

    The order follows Jammu and Kashmir Waqf Board’s communication to Secretary to the Government, Revenue (Hajj and Auqaf) Department.

    The announcement of the declaration of Tuesday, February 11, 2025, as a public holiday in Kedah was made by the state executive councilor, Wong Chia Zhen.

    Thaipusam had also been observed as a public holiday in Kedah from 2014 to 2016, but as was the case this year, it had not been listed in the initial list of gazetted public holidays in Kedah (such as the Jadual Hari Kelepasan Am Negeri 2025 list of 2025 Malaysian state wise public holidays released last July).

    The announcement of the declaration of Tuesday, February 11, 2025, as a public holiday in Kedah was made by the state executive councilor, Wong Chia Zhen.

    The President of Kyrgyzstan, Sadyr Japarov, has signed into law the new Labor Code approved by the Zhogorku Kenesh (Parliament of Kyrgyzstan) last month, based on last November's draft cabinet resolution О введении в действие Трудового кодекса Кыргызской Республики и внесении изменений в некоторые законодательные акты в сфере труда.

    Recall that, late last month, pending approval of the new Labor Code, the Cabinet of Ministers of Kyrgyzstan had adopted a resolution on the transfer of days off in 2025 (Постановление Кабинета Министров от 30.12.2024 №809).

    However, the aforementioned resolution 809 specified that "It should be noted that in the future it is planned to cancel the practice of adopting individual resolutions of the Cabinet of Ministers on the transfer of holidays in connection with the adoption of the Law of the Kyrgyz Republic. It is assumed that after its approval, this resolution will lose its force.".

    Morocco is once again rife with rumours of the possible cancellation the sacrificing of live animals from the 2025 Eid al Adha public holiday celebrations.

    Morocco's Minister of Agriculture, Ahmed El Bouari, has launched a census of the available livestock, while the Government Spokesperson, Mustapha Baitas, has cautioned against premature speculation. Nonetheless, Morocco's ministre délégué au Budget, Fouzi Lekjaa, has called for a national curtailment of meat consumption.

    Recall that, last March, we had reported that as Morocco entered its seventh year of drought, prices for animals to be sacrificed on the occasion of the Eid al Adha public holiday were soaring, leading to speculation that the Moroccan State might cancel the sacrificing of live animals from the 2024 Eid al Adha public holiday celebrations.

    Such cancellations have happened in the past.

    In 1996, the late King Hassan II canceled the Eid al Adha sacrifices due to years of drought. Likewise, in 1981, due to a drought aggravated by the program of structural adjustment of the government of Maati Bouabid, Eid al Adha sacrifices were also canceled, as they were in 1963, in the context of an economic crisis due to the war of sands with Algeria.

    The aforementioned revised list of 2025 public holidays does not amend the list of 2025 public holidays in Tamil Nadu as contained in the vide notification G.O.Ms.No. 792 of last November, however it does amend the list of 2025 public holidays published last month for all ration shops operating under the Public Distribution Scheme in Tamil Nadu.

    The Government of Lesotho has published its annual official list of bank holidays and public holidays in Lesotho for the calendar year 2025.

    Note that the aforementioned announcement of the list of 2025 public holidays in Lesotho list incorrect dates for Good Friday, Easter Monday, and Ascension Day.

    The list of bank holidays and public holidays in Lesotho for the calendar year 2025, maintains the change of date of the Heroes' Day public holiday made two decades ago.

    Recall that, at its meeting of January 29, 2002, the Cabinet of Lesotho approved the addition of a new public holiday, Africa Day, to be observed on May 25th, starting in 2002, further stating that Africa Day would be celebrated together with Heroes Day.

    Heroes Day used to be observed on April 4, prior to 2002.

    Recall that, at its meeting of January 29, 2002, the Cabinet of Lesotho approved the addition of a new public holiday, Africa Day, to be observed on May 25th, starting in 2002, further stating that Africa Day would be celebrated together with Heroes Day.

    The Government of India's State of Mizoram has issued the vide notification No.H.11014/9/2017-GAD/Pt. declaring Wednesday, February 12, 2025, as a one-off electoral public holiday on account of the general election to local councils being held on that date.

    As per the aforementioned notification, "the Governor of Mizoram declared the 12th February, 2025 (Wednesday) as Public Holiday for all Government Servants including employees under Central/State Public Undertakings, Educational Institutions and Banking Institutions within Aizawl Municipality and Lunglei Municipality in order to enable the electors to exercise their franchise in the forthcoming General Election to Local Councils, 2025".

    The aforementioned announcement is outside of the scope of the list of 2025 public holidays in the state of Mizoram as published last August by the Government of Mizoram in the vide notification No.F.23012/1/2020-GAD/92, which only listed national and state-wide public holidays and restricted holidays.

    The Presidency of the Council of Ministers of the government of Timor Leste has issued an announcement of the declaration of a public sector holiday, on Wednesday, January 29, 2025, on account of Chinese New Year (Tolerância de ponto por ocasião do Ano Novo Chinês).

    The aforementioned announcement states that "A day off is granted on January 29th, all day" and that "This order covers all employees, agents and workers who work in the State's direct administration services, whether central or decentralized, or in indirect administration bodies".

    Note that the aforementioned declaration of Wednesday, January 29, 2025, as a public sector holiday, is in addition to the list of 2025 public holidays announced by the government of Timor Leste in yesterday's press communiqué.

    Timor Leste had declared Chinese New Year as a one-off public sector holiday in 2012, and then annually since 2018.
