    Indonesia's Secretary of State, Prasetyo Hadi, has announced that the Indonesian government had decided to declare Wednesday, November 27, 2024, as a one-off public holiday on account of the Simultaneous Regional Elections being held on that date, as was done in 2020, 2018, and 2015.

    The initial list of 2024 public holidays in Indonesia was set in the the September 2023 Joint Decree (SKB) of the Minister of Religion, Minister of Manpower, Minister of State Apparatus Empowerment and Bureaucratic Reform Number 855 of 2023, Number 3 of 2023, Number 4 of 2023 concerning National Holidays and Collective Leave in 2024.

    The government of Uruguay has released the list of 2024 public holidays in Uruguay, including the 3 annual public holidays of Uruguay which still follow the Emiliani Rule, whereby mid-week fixed-date public holidays are moved to adjoin a nearby weekend.

    As usual a distinction is made between non-working holidays (enjoyed by all) and working holidays (limited to the public sector and the financial sector).

    In 2011, the government of Uruguay decided to freeze the date of the May 18 public holiday, while Uruguay's Parliament had permanently frozen the June 19 and November 2 public holidays in 2001, leaving only 3 movable public holidays in Uruguay: April 19, May 18, and October 12.

    The Federal government of Pakistan has announced that Saturday, November 9, 2024, would be a public holiday in Pakistan on the occasion of the birth anniversary of Dr Allama Muhammad Iqbal.

    Today's announcement is in line with the list of 2024 public holidays in Pakistan, as announced in the Public and Optional Holidays for the calendar year 2024 published by the Government of Pakistan late last year.

    Recall that the November 9th, Iqbal Day public holiday was canceled from 2015 until 2022, inclusively.

  • Poland Set To Vote On New Christmas Eve Public Holiday

    Polish lawmakers in the Sejm are about to vote on a bill submitted by The Left (Lewica) to make Christmas Eve a new annual public holiday in Poland, and to stipulate that retail trading would only be possible until 14:00 (2pm) on Easter Saturday.

    Late last month, we had reported that Poland’s conservative president, Andrzej Sebastian Duda, and the Catholic church, had voiced their support for the Lewica proposal.

    As per Katarzyna Ueberhan, a sponsor of the bill, when questioned about the potential negative economic impact of this new public holiday, "We all pretend to be at work [on December 24], but in reality, everyone is counting the hours to be home with their families".

    The last permanent change to the list of Poland's public holidays was in 2010 when the Polish Parliament approved a draft amendment to the Labour Law and Bill on Holidays, which re-established Epiphany as an official non-working public holiday, beginning in 2011. Until then, Epiphany had been the only religious public holiday not restored since Poland regained its independence in 1991.

    The Governor of India's state of Assam, under Section 25 of the Negotiable Instruments Act, 1881, has declared Wednesday, November 13, 2024, as a public holiday in the 5 constituencies in which a by-election will be held on that date.

    As per the announcement, all government and non-government offices, educational institutions, and businesses within the Dholai, Sidli, Bongaigaon, Behali, and Samaguri constituencies will remain closed, while specifying that all offices and businesses outside the affected constituencies will operate as usual on the 13th of November.

    The aforementioned announcement is outside of the scope of last November's Government vide notification No.221561/11 which specified the annual list of non-working public holidays in India's state of Assam for the calendar year 2024.

    Montenegro’s Ministry of Labor and Social Welfare has announced that the upcoming Njegoš Day public holidays would be observed on Wednesday and Thursday, November 13-14, 2024, in line with the terms of the Law on National and Other Holidays which specifies that "national and other holidays are celebrated on two days, on the day of the holiday and the following day".

    The Njegoš Day public holiday had been proposed in 2013, then shelved, and again in 2016, before coming into force beginning in 2022.

    The Die Linke parliamentary group of Germany's state of Thuringia has introduced a parliamentary initiative calling for May 8 to be declared a public holiday in Thuringia in 2025, to mark the 80th anniversary of the liberation and the end of the Second World War.

    May 8 has been commemorated as a day of remembrance (a working day) in Thuringia since 2016.

    Recall that, in late 2018, the German State of Berlin declared May 8, 2020, as a one-off non-working public holiday to mark the 75th anniversary of the end of World War Two.

    Then, earlier this year, Berlin voted to declare May 8th as a recurring public holiday, every five years, to mark the anniversary of the end of World War Two.

    Botswanan government spokesperson, Montlenyane Baaitse, has announced that one and a half days had been declared as public holidays to mark the inauguration of Botswana's new president, Duma Gideon Boko.

    As per the aforementioned announcement, "The public is informed that the President of the Republic of Botswana, Advocate Duma Gideon Boko, has officially declared Friday the 8th of November 2024 as a paid public holiday", adding that Thursday, November 7, 2024, has been designated as a half day to allow for safe travel for long-distance travelers heading to the capital, Gaborone, to witness the inauguration event.

    Recall that October 30 and 31, 2024, were designated as public holidays, on account of last month's Presidential election.

    Ghana's Minister for the Interior, Henry Quartey, has issued the press statement Friday, 8th November 2024 not a Public Holiday, announcing that "The general public is hereby informed that Friday, 8th November 2024, is NOT a Public Holiday even though the 2024 National Farmers’ Day will be observed on that day".

    The aforementioned communique goes on to add that "However, Friday, 6th December 2024, which marks Farmers’ Day, remains a Statutory Public Holiday and will be observed as such throughout the country".

    The aforementioned announcement is due to the fact that, every election year, Farmers' Day is moved to the first Friday of November, while the associated public holiday remains on the first Friday of December, and is in line with the list of 2024 public holidays in Ghana, as announced in the "Statutory Public Holidays And Commemorative Days In The Republic Of Ghana For The Year 2024", released earlier this year.

    The general confusion about this mechanism, can cause the government to issue conflicting announcements about Farmer's Day, by separate ministries, as was the case in 2020 and 2016.

    As usual, the Qatar Central Bank (QCB), banks, and financial institutions working under the supervision of QCB and Qatar Financial Markets Authority (QFMA), observe bank holidays dates as specified independently by the Governor of Qatar's Central Bank, which also announced that Wednesday and Thursday, November 6-7, 2024, would be bank holidays in Qatar ("Based on The Amiri Diwan announcement that in celebration of the national unity demonstration in the State of Qatar, represented by the general referendum on the draft constitutional amendments to the permanent constitution of the State of Qatar, it has been decided that Wednesday and Thursday, November 6 and 7, 2024, will be official holidays for all employees of financial institutions in the country.   • French Polynesia Swaps June 29 Public Holiday For Matāri'i

    French Polynesia's Conseil des Ministres has announced that, contrary to last April's announcement, the new Matāri'i (Polynesian New Year) annual public holiday, set to be observed from 2025 onward, would not be observed annually on November 20, but rather on the last Friday of November of each year.

    Recall that, last spring, French Polynesia's Conseil des Ministres had approved the proposal by French Polynesia's Vice-President to replace the June 29 Autonomy Day public holiday, with a new Matāri'i (Polynesian New Year) annual public holiday on November 20.

    The month before, French Polynesia's vice-présidente et ministre en charge de la Culture, Éliane Tevahitua, had re-launched the idea to swap the June 29 public holiday for a new one, as "le 29 juin ne fait pas l’unanimité parmi les Polynésiens". A similar proposal, in 2005, had been rejected by the CESC (Conseil Economique, Social Et Culturel De La Polynésie Française), and this time the proposed replacement public holiday was to be inspired by Matariki (Maori New Year) which became a public holiday in New Zealand in 2022.

    As per the statement released by Jamaica House, "Public sector workers who are able to work remotely are encouraged to continue their duties online, utilising the digital tools and platforms provided by their respective ministries, departments, or agencies".

    The Office of the President of the Philippines at Malacañang Palace has released Proclamation 728, signed by Executive Secretary, Lucas Bersamin, declaring a national day of mourning in honor of the lives lost and families affected by Severe Tropical Storm Kristine.

    That date will remain a working day in the Philippines.

    However, at the same time, Presidential Executive Secretary, Lucas Bersamin, had issued a raft of proclamations of upcoming local public holidays; Tanay, Rizal (Proclamation 725); Nov. 12 – Valenzuela City (Proclamation 711); Nov. 15 – Oriental Mindoro (Proclamation 712); Nov. 15 – Borongan City, Eastern Samar (Proclamation 726); Nov. 22 – Palayan City, Nueva Ecija (Proclamation 713); Nov. 22 – Itogon, Benguet (Proclamation 715); Nov. 22 – Tublay, Benguet (Proclamation 716); Nov. 23 – Benguet Province (Proclamation 717); Nov. 25 – Marasugan, Davao de Oro (Proclamation 718); Nov. 26 – Dasmariñas City, Cavite (Proclamation 719); Nov. 28 – Sarangani Province (Proclamation 720); Nov. 28 – Piñan, Zamboanga del Norte (Proclamation 721); and Dec. 5 – Palayan City, Nueva Ecija (Proclamation 714).

    The Office of the President of the Philippines at Malacañang Palace has released Proclamation 728, signed by Executive Secretary, Lucas Bersamin, declaring a national day of mourning in honor of the lives lost and families affected by Severe Tropical Storm Kristine.

    That date will remain a working day in the Philippines.

    The Chief Minister of the Government of India's Delhi NCT (National Capital Territory), Atishi, has declared a one-off non-working public holiday in the Delhi NCT on Thursday, November 7, 2024, on the occasion of the upcoming Chhath Puja festival.

    As per the aforementioned Government Order No. F. 53/711/ GAD/ CN/2024/ 1929-1971, "Chhath Puja is an important festival for the people of NCT of Delhi. Accordingly, the Government of NCT of Delhi has decided to declare November 7, 2024, as a public holiday on account of Chhat Puja".

    As per the aforementioned announcement, "According to Article 85 of the Labor Code, in order to rationally use working time during holidays, as well as on weekends provided for in paragraph 5 of Article 84 of the Code, the authorized labor body has the right to transfer weekends to other working days. In this regard, the ministry is currently developing a draft order to transfer the days off to 2025, which will be posted on the ministry’s website and on the Internet portal of open regulatory legal acts for public discussion.".

    Usually, the Government of Kazakhstan announces the list of one-off bridge public holidays and compensatory working Saturdays in December for the following year, but recall that last year no such announcement was made in December 2023, and the draft decree On the postponement of the day of rest in 2024 (О переносе дня отдыха в 2024 году) was only posted on the eGov website of the Government of Kazakhstan on April 12 and officialized on April 18, 2024.

    Barely a day after declaring the list of 2025 public holidays in Proclamation No. 727, Philippines' President, Ferdinand R. Marcos Jr., signed Proclamation No. 729 declaring Sunday, July 27, 2025, as a public holiday (special non-working day) on account of the founding anniversary of the Iglesia Ni Cristo.

    The anniversary of the founding of the Iglesia Ni Cristo on July 27 is already an annual special working holiday as per Republic Act 9645, signed into law by then President of the Philippines, Gloria Macapagal-Arroyo, on June 12, 2009.

    Later that same year, President Macapagal Arroyo, declared Monday, September 7, 2009, as a non-working public holiday throughout the country to coincide with the funeral of INC executive minister Erano Manalo.

    In March 2014, the Philippines House of Representatives passed House Bill No. 364, declaring July 27, 2014, as a special one-off non-working public holidays in the Philippines to commemorate the centennial of the INC.

    In June 2014, the Senate then passed a resolution in support of House Bill No. 364, and the Philippines Department of Justice, through its Justice Secretary, Leila de Lima, announced in early July 2014 that it saw no legal impediment to House Bill No. 364, leading then President, Benigno Aquino III, to declare July 27, 2014, as a one-off non-working public holiday in the Philippines in observance of the Iglesia ni Cristo centennial anniversary.

    To ensure that the one-off status of the July 27, 2014, public holiday was clear, an announcement in the Philippines Official Gazette of July 15, 2015, reminded the population that the INC's 101st anniversary, on July 27, 2015, was a working holiday, in accordance with Republic Act 9645.

    The Tourism Commission of the Costa Rican Legislative Assembly has approved the Bill 23.981 which would make permanent, beginning in 2025, the moving of 3 annual public holidays to the nearest Monday in cases when they fall on a Tuesday, Wednesday or Thursday.

    Note that the initial version of Bill 23.981, introduced last month, envisaged moving 4 annual public holidays, "but for reasons of tradition and custom" the July 25, Nicoya Annexation Day, public holiday was removed from the scope of the final version of Bill 23.981.

    Additionally, Bill 23.981 only moves fixed-date public holidays falling on a Tuesday, Wednesday or Thursday, while last month's initial text envisaged moving any fixed-date public holiday falling "on a date other than Monday or Friday" (meaning that weekend public holidays would have been compensated).

    Bill 23.981 now goes to the Plenary for discussion and approval, and might take effect in time for 2025.

    An earlier and similar Bill 24.274 was rejected by the Social Affairs Committee of Costa Rica's Legislative Assembly, earlier in July. Bill 24.274 would have amended the first paragraph of article 148 of the Labor Code by moving 5 annual public holidays (April 11, July 25, August 2, August 31, and December 1) from their fixed date to the subsequent Monday, as well as August 15 which would be moved to the Monday of the third week of August.

    The history of moveable public holidays in Costa Rica over the past 20 years is one of continuous ebb and flow.

    The creation of long weekend to promote tourism had been the crux of the Abel Pacheco's administration 2005 legislation, which specified that 4 public holidays would move from mid-week to the following Monday. But subsequent legislation was passed in 2007, 2009, and 2010 to remove all public holidays from the scope of the 2005 legislation, except for October 12.

    That last holiday was then replaced by a new annual public holiday on December 1st, to commemorate the Day of the Abolition of the Army. Thus, as 2019 ended, all of Costa Rica's public holidays had been made immovable again, as they had been before 2005. Then, in the summer of 2020, legislation was passed, making 5 of Costa Rica's public holidays movable until the end of 2024.

    And, once again, legislators chipped away at the 2020 expediente 21.941, adición de un transitorio al Artículo 148 de la Ley 2, Código de Trabajo, de 27 de agosto de 1943, para trasladar los feriados a los lunes, con el fin de promover la visita interna y el turismo durante los años 2020 al 2024, cancelling the October 12 public holiday and making the August 15 and then the July 25 public holidays fixed in late December and early January 2023-2024.

    Subsequently, National Assembly Speaker, Moses Wetangula, said that he would make sure the agenda is passed as quickly as possible when he receives it.

    Note that the declaration of Diwali as a public holiday is always complicated by the fact that there are different rules for the calculation of its date in northern and southern India, and due to the way these rules are constructed, northern and southern Diwali will differ by a day in about 40 percent of cases.

    Philippines' President, Ferdinand R. Marcos Jr., has signed Proclamation No. 727, released by Malacañang Executive Secretary Lucas Bersamin, which lists the annual special and regular non-working public holidays in the Philippines for the upcoming calendar year 2025.

    As was the case in last year's Proclamation 368, today's Proclamation 727 includes the motivation for some of the holidays declared for 2025, namely Chinese New Year ("on 29 January 2025, Chinese nationals all over the world will celebrate Spring Festival, popularly known as the Chinese New Year, which is one of the most revered and festive events celebrated not only in China but also in the Philippines, and such date may be declared as a special (non-working) day without detriment to public interest"), Black Saturday ("Black Saturday, which falls on 19 April 2025, has been traditionally declared a special (non-working) day throughout the country, the observance of Holy Week being one of the most cherished traditions of our predominantly Catholic people"), as well as for the 2 additional eve public holidays declared for 2025 ("declaring 31 October 2025 (Friday) and 24 December 2025 (Wednesday), as additional special (non-working) days throughout the country will strengthen family ties by providing more time for the traditional All Saints’ Day, All Souls’ Day, and Christmas Day activities, as well as promote domestic tourism").

    However, the EDSA public holiday, once again, falls victim to the decades-long feud between the Aquino and Marcos political dynasties, and is declared a working day in 2025 ("on 25 February 2025 (Tuesday), the country will commemorate the 39th Anniversary of the EDSA People Power Revolution which ushered political, social, and economic reforms in the country, thus, may be declared as a special working day").

    In 2004, following the 2003 summer heat wave, the French government converted the Whitmonday public holiday into a working public holiday, to bring in more tax revenues to pay for better healthcare for the elderly and disabled. However, this was a major political miscalculation, and the Whitmonday public holiday was restored in 2007.

    In 2011 and 2019, the French government was reportedly considering the conversion of another public holiday into a working public holiday to finance long-term dependency of the elderly population, but nothing came of it.

    Earlier today, the Deputy Minister of Defense of Kyrgyzstan, Erlis Terdikbayev, has called for the reinstatement of the non-working status of February 23 at a parliamentary hearing on public holidays changes in the draft new Labor Code of the Kyrgyz Republic.

    Deputy Minister Terdikbayev had asked "to leave February 23 as a holiday non-working day" but Deputy Minister of Labor, Social Security and Migration, Muhtarbek Baimurzayev, responded that February 23 will remain as holiday, but it will be a working day.

    Recall that, last April, the Ministry of Labor, Social Security and Migration of Kyrgyzstan had announced changes to the annual public holidays in Kyrgyzstan, as part of the new Labor Code, namely, the abolition of the practice of declaring bridge public holiday compensated by working Saturdays, an annual 7-day period of public holidays in January and an 8-day period of public holidays in May, and the cancellation of 4 annual public holidays dates (whose status changes to holidays but working days).

    The 4 public holidays to be demoted to working days are: February 23 (Day of the Defenders of the Fatherland), April 7 (Day of the People's April Revolution), and November 7-8 (Day of History and Memory of Ancestors).

    These draft changes were confirmed in June by the First Deputy Minister of Labor, Social Security and Migration of Kyrgyzstan, Jyparisa Rysbekova, who announced the approval to the changes to the annual public holidays in Kyrgyzstan in the new Labor Code ("Kyrgyzstan will have 21 holidays in a year").

    This is not the first time that MPs try to tweak or amend the changes to the annual public holidays in Kyrgyzstan, as part of the new Labor Code.

    Last May, the MP Dastanbek Jumabekov questioned the Minister of Labor, Social Protection, and Migration, Baatyrova Gulnara Marishovna, about the new working day status of the April 7 public holiday established in 2016 with the passage of a bill declaring a new annual, April 7, public holiday officially known as the Day of the People's April Revolution, as gazetted in the official state newspaper of Kyrgyzstan Erkin Too (Free Mountains).

    The Chief Minister of the Government of of India's Union Territory of Puducherry, N Rangasamy, has issued the vide notification G.O Ms. No.85 declaring Wednesday, October 30, 2024, the day before the upcoming Deepavali public holiday as an additional one-off public holiday "for all government offices including all Public Sector Undertakings, Educational Institutions including professional colleges in Puducherry, Karaikal, and Yanam regions of the Union Territory of Puducherry".

    With the annual Puducherry Liberation Day public holiday on Friday, November 1, 2024, and the subsequent weekend, this means a string of 5 days off, although the aforementioned notification goes on to state that "November 16 (Saturday) will be a compensatory working day in lieu of the above leave".

    In any event, today's vide notification further amends the list of 2024 public holidays in Puducherry as announced, last November, in the Government Order vide notification G.O. Ms. No. 59 published in the Gazette de L' État de Poudouchéry/The Gazette of Puducherry, and which also only listed Deepavali, on October 31, as a public holiday in the Puducherry, Karaikal, and Yanam regions of the Union Territory of Puducherry (not in Mahe).

    Recall that, last year, the Lieutenant Governor, Puducherry had similarly declared Monday, November 13, 2023, as holiday for all government offices, educational institutions, including professional colleges in all regions of Union Territory of Puducherry on account of Diwali, to be compensated on November 18, 2023.

    The government of India's state of West Bengal has issued the vide notification No: Labr/1033/ (20)/(LC-IR)/ IR/7S-06/17 declaring Wednesday, November 13, 2024, as a gazetted public holiday on the occasion of the bye-elections being held in 6 constituencies.

    The aforementioned notification states that "The Governor has been pleased to make obligatory, on the part of the employers of any business, trade, undertaking, shops, commercial and industrial establishment to declare the scheduled date of poll for the Assembly Constituencies concerned as paid holiday under Section 135B of the Representation of Peoples Act, 1951, for their workers to enable them to exercise their franchise in the ensuing election. In case of re-poll, the employees / workers shall be allowed to cast their votes on the date of re-poll and the date of re-poll shall also be declared as paid holiday.".

    The aforementioned announcement is outside of the scope of last November's Department Notification No. 6112 -F(P2), which listed the 2024 government holidays, public holidays and restricted holidays in India's state of West Bengal.
