This rare message occurs if QuarkXPress has failed to launch during scanning.

Solution

This is usually due to a defective QuarkXPress installation. Before re-installing QuarkXPress, contact technical support so that we can see if the solution is as simple as a missing ICU DLL or am improperly installed XNT.
