This message occurs in the holidays manager, when you set a rule for the behavior of a holiday if it conflict with another holiday. But the other holiday you have selected is the same holiday.

Obviously the 2 holidays, being the same, will always conflict and therefore Q++Studio warns you and stops you from making this selection.
