A discretionary return is usually necessary if you want to allow QuarkXPress or InDesign to change lines after some of the QuarkXPress and InDesign special characters that behave as non-breaking.
In the case of QuarkXPress, if a en-dash is not followed by a discretionary return, then there will never be a line break after (which is not the case for em-dash after which QuarkXPress will break).
