1.Make sure that the application server is running (yes, the application server, not the database server).
2.Test your connection to the database server.
3.If the above step fails, then stop the database server and then re-start the application server.
4.Test your connection to the database server.
5.If the above step fails, then restore the database configuration file.
Check that the database server tray icon is visible in the notification tray at the bottom right of the screen, as shown in the image on the right (displaying a green dot and not a red dot).
