This message is displayed if the application server does not seem to be running on the remote server.

Although remote users can launch and run Q++Studio, even if the remote application server is not running, leaving this problem unresolved can cause problems such as no nightly database backups and maintenance.

You should contact one of the users at the remote site where the database server is located and tell then to look at the corresponding local user message.
